COUNCIL REPORT

To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Michael Ellis, Chief of Police
SUBJECT: APPROVE THE PURCHASE OF BODY WORN CAMERAS FROM MOTOROLA SOLUTIONS, INC. IN THE AMOUNT OF $305,765 RECOMMENDATION:
It is recommended that the City Council take the following actions Approve the purchase of body worn cameras from Motorola Solutions Inc. in the amount of $305,765 Establish Motorola Solutions, Inc. as the sole source provider of standard body worn camera police equipment for Fiscal Year 2022-23 Authorize the City Manager, or designee, to execute any and all agreements on behalf of the City, subject to review and approval as to form by the City Attorney.
EXECUTIVE SUMMARY:
Action on these items will allow for a sole source purchase of 170 body worn cameras (BWC) and support equipment from Motorola Solutions, Inc. (Motorola Solutions) for the Police Department. All sworn police officers and select professional staff will be issued a BWC. The police department would be purchasing the third generation of BWC devices from Motorola Solutions, formerly Watch Guard, Inc.
FISCAL IMPACT:
Available funds have been appropriated in the Fiscal Year 2022-23 General Fund Budget (101-2010-66189-00000) within the Police Department.
PREVIOUS RELATED ACTION:
On November 20, 2017, City Council approved $273,859 to purchase 160 body worn cameras from WatchGuard, Inc.
DISCUSSION:
On November 20, 2017, the City Council approved the purchase of a BWC system from Watch Guard, Inc. WatchGuard, Inc. has since been acquired by Motorola Solutions. The devices purchased in 2017 work in tandem with the Watch Guard in-car Mobile Video System (MVS) via wireless technology. The BWC that was purchased in 2017 is a two-piece system that consists of a camera and Digital Video Recorder (DVR), connected by an audio-video cable. At the time, this two-piece device was our best option due to size and battery life. A one-piece option was not viable due to its large size, weight and short battery life. Over time the department has discovered issues with our existing cameras due to the audio-video cable becoming pinched, effecting the quality of recordings.
The new BWC is a one-piece device that is now lighter and has the battery life to support long shifts experienced by police personnel. The department has conducted real-life field tests and the equipment has passed our tests. There will be no recording issued due to cable damage, pinching or disconnecting. This new BWC will wirelessly connect to our existing MVS system merging videos into one recording file.
Pursuant to Pomona City Code Section 2-994 – Sole and Single Source Procurement; “A contract may be awarded as a sole or single source without competition upon review and verification, and determined to be in the City’s best interest. Sole or single source requests over $100,000 shall be reviewed and approved by the City Council. Approval of a sole-source purchase in the amount of $305,765 is necessary in continuing compatibility and operational function in the Pomona Police Department’s mobile video and BWC systems.
The Police Department’s BWC and MVS are purchased from Motorola Solutions, Inc. Therefore, the recommendation is that City Council approves Motorola Solutions as a continued sole-source vendor for Fiscal year 2022-23. This will allow for a continued compatibility throughout our field video systems. There are no other vendors with BWC and MVS systems that can link to our established platform.
COUNCIL PRIORITIES & GOALS: This item supports the 2022-2023 City Council Priority 1: Fiscal and Operational Responsibility – Goal B: Improve efficiency and effectiveness of City services to businesses and residents.
