To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Michael Ellis, Chief of Police
SUBJECT: APPROVE AN AWARD OF PURCHASE FOR SERVICE WEAPON AMMUNITION TO DOOLEY ENTERPRISES, INC.
RECOMMENDATION:
It is recommended that the City Council take the following actions:
Approve a sole source purchase for service weapon ammunition to Dooley Enterprises, Inc., in the amount not to exceed $120,000 annually for a total of 3-years; Authorize the City Manager to execute the contract award and other documentation on behalf of the City.
EXECUTIVE SUMMARY:
Approval of this sole-source purchase will award a 3-year sole-source purchase to Dooley Enterprises, Inc. for service weapon ammunition.
FISCAL IMPACT:
A total not to exceed the amount of $120,000 annually is budgeted in the FY 2022-23 Operating Budget (101-2004-52440-00000). Future costs will be budgeted in the appropriate fiscal years.
PREVIOUS RELATED ACTION:
On January 06, 2020, The City Council approved an award of bid for service weapon ammunition to Dooley Enterprises, Inc.
DISCUSSION:
Dooley Enterprises Inc. meets all the City’s criteria and is an authorized Winchester ammunition distributor in the State of California. City Code 2-994 requires Council approval on purchases that exceed $100,000. The Purchasing Officer has reviewed this item and letter provided by Winchester and concurs with the non-competitive justification The Pomona Police Department exclusively uses Winchester firearm ammunition for practice and duty. It is crucial for officers to practice with the same type of ammunition in which they deploy on-duty. Dooley has the ability to provide Winchester ammunition that is readily available at their warehouse and is less than 50 miles away from the City of Pomona. Dooley is the only authorized sole-source law enforcement distributor of Winchester Ammunition in the state of California.
According to the Police Department Training Policy 4-003, each sworn officer authorized to carry a service duty weapon is provided up to a maximum of (40) forty rounds of new on-duty ammunition each year. Additionally, training ammunition is used for range training purposes during the required bi-monthly Police Department firearms qualification. The award of a sole-source agreement for three years for Winchester ammunition will allow the City to acquire ammunition in the most cost-effective manner.
