CITY OF POMONA

COUNCIL REPORT
August 15, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Benita DeFrank, Neighborhood Services Director SUBJECT: APPROVAL TO WAIVE CITY POOL RECREATION ADMISSION FEES RECOMMENDATION:

It is recommended that the City Council take the following action:

Approve the waiver of the City pool recreation admission fees ($2.50 per person) for both Washington Park Pool and Ganesha Park Pool on August 20 – 21, 2022 and August 27 -28, 2022.

EXECUTIVE SUMMARY:

Due to a delayed opening of the city operated pool facilities this summer, staff is recommending that the City Council approve a waiver of the recreation admission fees for the last two weekends of the 2022 summer season. The community looks forward to using the community pools during the summer and the delayed opening and closures shortened the access to the pools for the community. The two-weekend waiver of fees would provide an opportunity for the City to express their gratitude to Pomona residents for bearing with us during the earlier pool season shutdowns.

FISCAL IMPACT:

The loss in pool admission fee revenue is estimated at $1,000 (up to 200 residents per weekend for both pools at $2.50 per person). This reduction in fee revenue will not have a substantial impact on the overall program revenues for the Fiscal Year 2022-23 Operating Budget.

DISCUSSION:

The City contracts with the YMCA of Orange County for summer operations of Ganesha Park and Washington Park pools. The Pomona residents throughout the City look forward to the annual opening of the City community pools. However, during the beginning of this current pool season, there was national lifeguard shortage that impacted aquatics operations. The lifeguard shortage delayed the start of the pool season and resulted in reduced pool capacities and several pool closures in the month of June for both pools. These closures resulted in a shortened pool season for the community.

To offset this loss, staff is recommending the waiving of admission fees for the last two weekends of the pool season for Pomona residents. Admission fees are $2.50 per person, per aquatic session. Historically, due to school beginning in early August, the City extends pool operations to weekends only through the end of August. This season, the last two weekends are August 20-21 and August 27-28. Staff feels that waiving the admission fees for these final two weekends of the season would provide an opportunity for the City to express their gratitude to Pomona residents for their patience and understanding during the unforeseen circumstances of pool season closures.
