Councilmembers asked questions and made comments regarding the item. Issues raised included: enforcement within the ordinance, staff resources to carry out enforcement, how this would align with the current mobile home ordinance, revenue needed for more personnel to enforce the ordinance, the need for a rental unit inspection o rdinance to also protect tenants, the intent of the urgency due to a rent emergency situation , more opportunities to help with home ownership, and a request for more legal services to be offered by the City to help tenants fight landlords that violate that law.
The Mayor asked that the ordinance look more like the Culver City ordinance as to the format. He also asked the City Manager to bring back some funding options for providing legal services.
This item was for discussion only so there was no council action.
