From: James Makshanoff, City Manager
Submitted By: Benita DeFrank, Neighborhood Services Director SUBJECT: Amending the Fiscal Year (FY) 2022-23 City Operating Budget to Increase Revenue Estimates and Appropriations in the Amount of $545,691 in Community Development Block Grant (CDBG) and Community Development Block Grant Corona Virus (CDBG-CV) Funds RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
RESOLUTION NO. 2022-168 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR (FY) 2022-23 CITY OPERATING BUDGET TO INCREASE REVENUE ESTIMATES AND APPROPRIATIONS IN THE AMOUNT OF $545,691 in Community Development Block Grant (CDBG) and Community Development Block Grant Corona Virus (CDBG-CV) Funds EXECUTIVE SUMMARY:
Annually, the Housing Services Division administers and implements over 15 different grants, totaling over $30 million in program funds. As FY 2021-22 came to a close, staff identified unexpended funds budgeted for various activities in FY 2021-22 that must be appropriated to FY 2022-23 for expenditure authority. These funds come from projects that were either underway at the time the fiscal year changed, or programs that had funding that was not fully expended during the previous fiscal year and need to be brought forward to complete the projects. This report requests an increase in revenue estimates and appropriations of $545,691 in available CDBG and CDBG-CV funds in the FY 2022-23 City Operating Budget.
FISCAL IMPACT: The adoption of Resolution No. 2022-168 (Attachment No. 1) will amend the FY 2022-23 Operating Budget by increasing revenue estimates and appropriations. Revenue will increase by $545,691 and appropriations by an equal amount.

PREVIOUS RELATED ACTION: On June 6, 2022, the City Council adopted the FY 2022-23 City Operating Budget.
PUBLIC NOTICING REQUIREMENTS: No public notice is required as this action does not constitute a substantial amendment to the City’s Consolidated Plan or Annual Action Plan.
DISCUSSION:
The City of Pomona currently receives Community Development Block Grant and Community Development Block Grant Coronavirus (CDBG-CV) funds from the U.S. Department of Housing and Urban Development (HUD). At the close of FY 2021-22, various funding sources had unexpended fund balances, including CDBG and CDBG-CV funds. Based on FY 2021-22 year-end expenditures and corresponding fund balances (unaudited), additional FY 2022-23 revenue adjustments and appropriations are requested. Unexpended funds will be used for projects and activities that are eligible under each funding source and currently administered by the City. The requested amendments to the FY 2022-23 City Operating Budget are specifically to increase revenues and appropriations for 1) Housing Services, and 2) Administration.
Housing Services includes services done in connection with tenant-based rental assistance and affordable housing projects assisted under the Home Investment Partnerships (HOME) Program. Examples of housing services are preparation of work specifications, loan processing, inspections, tenant selection, management of tenant-based rental assistance, and other services related to assisting owners, tenants, and contractors seeking to participate in housing activities.
Program Administration includes general management, oversight and coordination, monitoring, and evaluation of the CDBG-CV Program. Such costs include salaries, benefits and related costs of staff, providing local officials and residents with information about the program, preparing program budgets, monitoring progress and compliance with program requirements, and preparing reports and other documents related to the program for submission to HUD.
This report requests an increase in revenue estimates and appropriations of $545,691 in available CDBG and CDBG-CV funds in the FY 2022-23 City Operating Budget.
COUNCIL PRIORITIES & GOALS: This supports the FY 2019/20 City Council Priority 1: Fiscal and Operational Responsibility – Goal C: Obtain additional grant funding and other revenues to help achieve City goals.
