CITY OF POMONA

COUNCIL REPORT
September 19, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Theresa St. Peter, Interim Human Resources/Risk Management Director SUBJECT: Adoption of Resolutions amending the Citywide salary schedule to reflect previously approved salary increases and amending Appendix B of the Pomona MiD-Management/Confidential EMPLOYEES’ ASSOCIATION MEMORANDUM OF UNDERSTANDING RECOMMENDATION:

It is recommended that the City Council adopt the following resolutions:

RESOLUTION NO. 2022-169 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE CITYWIDE SALARY SCHEDULE FOR FISCAL YEAR 2022-23 TO REFLECT PREVIOUSLY APPROVED SALARY INCREASES RESOLUTION NO. 2022-170 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING APPENDIX B OF THE MEMORANDUM OF UNDERSTANDING WITH THE POMONA MID-MANAGEMENT / CONFIDENTIAL EMPLOYEES’ ASSOCIATION TO ADD THE CLASSIFICATION OF LIBRARY SUPERVISOR EXECUTIVE SUMMARY: Approval of these resolutions will amend the Fiscal Year 2022-23 Salary Schedule to reflect a two and one-half percent (2.5%) salary increase previously authorized by City Council and included in the current Memoranda of Understanding with each of the City’s bargaining units and also authorized for unrepresented employees; special salary adjustments in January 2023 related to State minimum wage increase; and the addition of the classification of Library Supervisor to the Pomona Mid-Management/Confidential Employees’ Association Memorandum of Understanding.

FISCAL IMPACT: Funding for the negotiated salary increases and adjustments to part-time salary ranges to comply with the California minimum wage law are included in the current fiscal year budget.

DISCUSSION:

General Salary Increases - The current MOU for each of the City’s bargaining units as well as the Compensation Plans for unrepresented employees provide for a two and one-half percent (2.5%) salary increase effective October 1, 2022.

Special Salary Adjustments - In addition to the general salary increases, special adjustments to the salary ranges related to the January 1, 2023 State minimum wage increase and one other salary realignment to avoid compaction between the ranges are being made to eight (8) Part-Time General Group and two (2) Part-Time Management/Confidential Unit classifications effective January 1, 2023. These special adjustments are shown in bold italics in the table below:

The State minimum wage is increasing from $15 to $15.50 per hour effective January 1, 2023. One other adjustment was made to avoid wage compaction with a higher level classification. All incumbents with salaries below the new minimum rate of the range will be adjusted to the minimum rate upon implementation.

Library Supervisor – Effective August 14, 2022 City Council authorized changing a Library Supervisor position funded at .6 to a full-time (1.0) position. The part-time Library Supervisor is included in the Compensation Plan for Unrepresented Mid-Management Library Group C-2 Employees (C-2 Plan). The C-2 Plan is solely comprised of library employees working less than full time. The Pomona Mid-Management Confidential Employees’ Association has agreed to include the full-time Library Supervisor classification in their bargaining unit. Additionally, this classification and level of responsibility is comparable to other classifications within this bargaining unit. Therefore, Appendix B of the PMMCEA MOU will be amended to include Library Supervisor.
