SUBJECT: ADOPT A RESOLUTION AMENDING THE FY 2022-23 OPERATING BUDGET BY UNAPPROPRIATING $40,000 FROM 668-1352-52310-00000 AND AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CREATING A NEW PROJECT, “GENERATOR FOR CITY EMERGENCY OPERATIONS CENTER –BRACKETT FIELD AIRPORT,” AND TRANSFERRING AND APPROPRIATING $40,000 OF SELF-INSURANCE ADMINISTRATION FUNDS TO THE PROJECT RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
RESOLUTION NO. 2022-165 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2022-23 OPERATING BUDGET BY UNAPPROPRIATING $40,000 FROM 668-1352-52310-00000 AND AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CREATING A NEW CIP PROJECT: “GENERATOR FOR CITY EMERGENCY OPERATIONS CENTER –BRACKETT FIELD AIRPORT,” PROJECT NO. 428-2590-XXXXX-71068, AND TRANSFERRING AND APPROPRIATING $40,000 OF SELF-INSURANCE ADMINISTRATION FUNDS TO THE PROJECT EXECUTIVE SUMMARY:
Adopting the attached Resolution (Attachment No. 1) will create a new CIP project, “Generator for City Emergency Operations Center – Brackett Field Airport,” Project No. 428-2590-XXXXX-71068 (Project). It will also unappropriate $40,000 of Self-Insurance Administration Funds (668-1352-52310-00000) from the FY 2022-23 Operating Budget and transfer and appropriate it to the Project. This will provide for a new generator at the City’s Emergency Operations Center (EOC) for safe and essential operations, as necessary.
FISCAL IMPACT:
The Project will be funded with FY 2022-23 Self-Insurance Administration Funds (668-1352-52310-00000). The table below summarizes the fiscal impact of this action:

DISCUSSION:
This Project will provide for the purchase of a generator for the City of Pomona’s EOC located at Brackett Field Airport in La Verne. It will also include the construction of the base foundation and the necessary connections to the EOC. It is imperative to establish a power source capable of providing sufficient power to the building should there be a loss of power in the event of an emergency. It will allow the EOC to operate in a safe manner to provide air conditioning, lighting, and other necessary functions that are essential to its operations.
