EXECUTIVE SUMMARY:

The approval of this item will authorize the removal of a crosswalk at the intersection of Bonnie Brae Street and Fellows Place, as part of a proposed ALDI market development immediately adjacent to this intersection. The removal of this crosswalk will reduce the conflict between pedestrians and anticipated delivery truck turning traffic. The project is conditioned to install new crosswalks approximately 250 feet north of the existing crosswalk at Bonnie Brae Street and Fellows Place.

FISCAL IMPACT:

No Fiscal Impact at this time.

PUBLIC NOTICING REQUIREMENTS:

City staff posted the required crosswalk removal notices (Attachment No. 1) on both sides of the crosswalk on August 30, 2022.

PREVIOUS RELATED ACTION:

On May 25, 2022, the Planning Commission approved the Modification of CUP 16701-2021 and CUP 17057-2021 to allow the development of a new ALDI market.

DISCUSSION:

The Planning Commission has approved a proposed ALDI development at the southeast corner of Indian Hill Boulevard and San Bernardino Avenue. The main access for the delivery trucks will be at the intersection of Bonnie Brae Street and Fellows Place. During the planning review process, City Staff recommended that the existing crosswalk at this intersection be relocated to avoid any potential conflicts between pedestrians and anticipated delivery truck traffic. Additionally, the project is conditioned to install new, enhanced crosswalks and curb extensions at the intersection of Bonnie Brae Street and San Bernardino Avenue, approximately 250 feet north of the existing crosswalk to be removed.

In compliance with California Vehicle Code CVC 21950.5, Staff posted crosswalk removal notices on August 30, 2022 on both ends of the crosswalk at the intersection of Bonnie Brae Street and Fellows Place. The notices show the location of the crosswalk being proposed for removal and provides information about where public comment can be directed. The notices also provide information regarding the public hearing being held on September 19, 2022 during the regularly scheduled City Council meeting.

The approval of this item will authorize the removal of the crosswalk at the intersection of Bonnie Brae Street and Fellows Place, subject to completion of other conditions listed in CUP 17057-2021.
