EXECUTIVE SUMMARY
Approval of this action will authorize the award of uniform services to Cintas, Corporation (Cintas) of a three year, with two one-year extensions. The award is utilizing a cooperative agreement through Omnia Partners. Coordination has begun to transition from our current vendor so there will be no interruption in services to City Departments.
FISCAL IMPACT:
Funding for rental uniforms, floor mats, mops, towels, and related services are appropriated each fiscal year within each Department’s operating budget. Expenditures for uniforms and related services are limited annually by each Departments budget appropriations. Fiscal Year 2022-23 funding is available in the following Departments and the identified respective funds listed herein. These include $50,124 in the Public Works Department funds (101, 128, 138, 208, 256, 582, 587, 669, 291), $8,000 in the Neighborhood Services Department Community Services General Fund division (101), and $64,800 in the Water Resources Department Enterprise Funds (571, 581). Annual amounts will be presented in future fiscal year budgets.
PREVIOUS RELATED ACTION:
On September 17, 2018, the City Council approved the award of the rental of uniform services to Prudential Overall Supply continuing services they were currently providing through October 5, 2022.
DISCUSSION:
The award to Cintas is utilizing a Cooperative Agreement that is managed through Omnia Partners. City code section 2-997 authorizes the Purchasing Officer to recommend cooperative purchases off an awarded contract by another agency. In review of the procurement process, it was determined that it was competitive and provided all products requested and met the specifications of the awarded bid.
Omnia Partners program is a membership of State Government, County Government, City/Local Government, Public and Private Educational Institutions and public agencies from across the entire United States. Prince William County Public Schools was the lead agency in issuing a formal bid for rental of uniforms and related services. Staff has reviewed the procurement process conducted by the lead agency and determined that the process meets the City of Pomona’s requirement for utilizing cooperative agreements. Products available under the Cooperative Agreement include an extensive list of products, which have been deeply discounted.
The current Omnia Partners Cooperative Agreement is in effect through October 31, 2025. Therefore, staff recommends that the City Council approve the Omnia Partners agreement awarded to Cintas for Rental of Uniforms, and Related Services.
