CITY OF POMONA

COUNCIL REPORT
October 3, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted by: Rene Guerrero, Public Works Director
SUBJECT: AMENDMENT OF THE FISCAL YEAR 2022-23 OPERATING BUDGET BY APPROPRIATING $43,250 OF GENERAL FUND RESERVES TO PARKS FACILITIES MAINTENANCE DIVISION FOR WINDSTORM DAMAGE REPAIRS AT PALOMARES PARK RECOMMENDATION:

It is recommended that the City Council adopt the following resolution:

RESOLUTION NO. 2022-176 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2022-23 OPERATING BUDGET BY APPROPRIATING $43,250 OF GENERAL FUND RESERVES TO THE PARKS FACILITIES MAINTENANCE DIVISION EXECUTIVE SUMMARY: Approval of Resolution No. 2022-176 (Attachment No. 1) will appropriate $43,250 of General Fund reserves to the Public Works Department Parks Facilities Maintenance division. Due to the major windstorm event in January 2022, large trees fell on the Palomares Park Community Center causing extensive damage to the roof requiring emergency repairs. These repairs were expected to be completed by the end of FY 2021-22, but work carried over into FY 2022-23 necessitating this appropriation.

FISCAL IMPACT: Approval of the Resolution will amend the FY 2022-23 Operating Budget by appropriating $43,250 of the General Fund reserves to the Parks Facilities Maintenance Account, specifically, the General Maintenance and Repairs line item (101-4035-52580-00000) in the Public Works Department Budget.

PREVIOUS RELATED ACTION: On January 24, 2022, City Council adopted Resolution No. 2022-21 proclaiming a local emergency due to the windstorm of January 21 and 22, 2022.

DISCUSSION: On January 21 and 22, 2022, powerful Santa Ana winds struck the Southern California area. In the City of Pomona, the strongest wind gusts measured at 39 miles per hour (mph). These high winds caused significant damage to the roof at the Palomares Park Community Center as a result of fallen, large trees. Mandatory repairs, totaling $86,500, were performed by Menard, Inc., and it was anticipated that repairs would be completed prior to the end of FY 2021-22. As such, additional funding for these repairs was not included in the FY 2022-23 budget. However, due to unexpected delays, only half of the work was completed in FY 2021-22, leaving the remainder to be completed in 2022-23. Work has since been completed, totaling $43,250 in unanticipated expenditures in FY 2022-23. This cost has depleted the Parks Facilities Maintenance division account within the Public Works Department Budget, making it necessary to appropriate sufficient funding to allow for future repairs at parks facilities for the remainder of the fiscal year.

The cost of this repair to the Palomares Park Community Center roof, and other necessary repairs associated with the windstorm, have been reported to the California Governor’s Office of Emergency Services (CalOES). To date, the reimbursement claim is still in the review process through CalOES.
