Notice was also posted in City Hall. The NISB was also published in the local Daily Bulletin newspaper on July 28, 2022. Bids were opened on August 18, 2022.
PREVIOUS RELATED ACTION:
On July 18, 2022, City Council adopted a resolution amending the FY 2022-23 Capital Improvement Program (CIP) budget by creating a new project, “Mission Boulevard Guardrail,” and appropriating $90,000 of ARP funding.
ENVIRONMENTAL IMPACT:
The Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c), in that the projects consist of the operation, repair, and maintenance of existing streets.
DISCUSSION:
This Project will install a guardrail on Mission Boulevard, beginning at the southeast corner of Phillips Drive and Mission Boulevard, for an approximate length of 500 feet east along the south side of Mission Boulevard. Mission Boulevard is a main thoroughfare in the City, connecting residents to goods and services, government (including City Hall, the Superior Court, and the County Department of Public Services, all located along Mission Boulevard), medical offices, and schools. Adding the guardrail will enhance the overall safety of the area, reducing the severity of traffic accidents, while facilitating health and wellness with the use of ARP funds under the government services revenue replacement category.
Per the requirements of Pomona City Code Section 2-1003(1) (c), a Notice Inviting Sealed Bids was posted on Planet Bids on July 14, 2022. In addition, a notice was posted on the City Notice Board at City Hall and published in the local Daily Bulletin newspaper on July 28, 2022. 468 vendors were notified of the posting through Planet Bids, which resulted in the City receiving two (2) bids. The results of the bid opening are listed in the following table:
Bidders
Total Bid Amount
1 AZ Construction
$ 67,600
2 Alcorn Fence Company
$ 179,770
Engineer's Estimate
$ 60,000
The lowest responsive and responsible bid recommended for award in the amount of $67,600 was submitted by AZ Construction. This bid is slightly higher than 10% of the Engineer’s Estimate for the bid and is recommended for award based on available funding.
ALTERNATIVE(S):
Staff does not recommend canceling the bids, making substantial modifications to the Project, or rebidding the planned work. If the Project was rebid, then significant delay, potential funding losses, and related impacts would be incurred.
