DISCUSSION:

For many years, the entryway trellis and roof structure at the Westmont Community Center has progressively deteriorated and weakened due to age, exposure to the elements, and termite damage. Two years ago, City Facilities Staff installed temporary support beams and structures to prevent the trellis from collapsing. This Project will reconstruct the trellis and a portion of the roof structure.

On August 15, 2022, an Invitation for Bid (IFB) No. 2022-43 “Westmont Community Center Entryway Trellis,” Project No. 428-71071, was issued on the City’s electronic bidding platform, Planet Bids. The solicitation notified 151 potential bidders, of which 26 bidders downloaded the IFB, resulting in the City receiving a total of two (2) bids. Both bids met the minimum qualifications and were evaluated based on their pricing proposal. The lowest responsive and responsible bid for the total base bid and additive alternate work in the amount of $145,502 was submitted by Abigail Electric, Inc. (see table below). Per Public Contract Code Section 22032 and Pomona Municipal Code Section 2-1002, authority is delegated to the City Manager to award the contract to Abigail Electric, Inc. based on available funding. “Westmont Community Center Entryway Trellis,” Project No. 428-71071 Total Bid

2 Corner Keystone Construction Corporation

It should be noted that the Phil and Nell Soto Park Project is complete, and the remaining funding is available to be appropriated to Westmont Community Center Entryway Trellis Project.

COUNCIL PRIORITIES AND GOALS:

This item supports the following City Council Priorities and Goals: Goal O - Improve Parks facilities and Goal M - Improve safety and cleanliness at parks and public spaces.

ALTERNATIVE(S):

Staff does not recommend canceling the bids, making substantial modifications to the Project, or rebidding the planned work. If the Project was rebid, then significant delay, substantial grant, and other potential funding losses and related impacts would be incurred.
