RESOLUTION NO. 2022-220 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE CONSOLIDATED PLAN, THE FISCAL YEAR (FY) 2022-23 ANNUAL ACTION PLAN AND THE FY 2022-23 OPERATING BUDGET BY CARRYING OVER REMAINING FUNDS FROM FY 2021-22 TO INCREASE REVENUE ESTIMATES AND APPROPRIATIONS IN EMERGENCY SOLUTIONS GRANT CARES ACT (ESG-CV) FUNDS WHEREAS, it is the desire of the City Council to re-allocate ESG CV Funds from Rapid Rehousing component to Emergency Shelter (Motel Voucher) component; and WHEREAS, the City Council must approve amendments to the Federal Consolidated Plan and Annual Action Plan, including the appropriation of ESG CV funds; and WHEREAS, the City Council must find that under the Federal guidelines established by the U.S. Department of Housing and Urban Development, the proposed changes are eligible uses of ESG CV funds and will serve low- to moderate-income persons and/or areas; and WHEREAS, based on the foregoing, the City Council desires to allocate the unexpended funds to eligible projects.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pomona, California as follows:
SECTION 1. The City Council amends the (FY) 2022-23 Operating Budget to increase revenue estimates and appropriate funding as follows:

SECTION 2. That, upon finding under the Federal guidelines established by the U.S. Department of Housing and Urban Development, the proposed changes are eligible uses of ESG CV funds and will serve low to moderate income persons.
SECTION 3. That, the City Council hereby approves the amendment to the City’s Consolidated Plan, FY 2022-23 Annual Action Plan and the FY 2022-23 City Operating Budget to reflect the changes made as outlined herein.
SECTION 4. The City Clerk shall attest to the passage of this resolution and it shall thereupon be in full force and effect upon its adoption.
