It is recommended that the City Council adopt the following resolution:

RESOLUTION NO. 2022-220 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, Amending the Consolidated Plan, the Fiscal Year (FY) 2022-23 Annual Action Plan AND Amend the fy 2022-23 operating budget by CARRYING OVER REMAINING FUNDS FROM FY 2021-22 to increase revenue estimates and appropriations in EMERGENCY SOLUTIONS GRANT CARES ACT (ESG-CV) FUNDS EXECUTIVE SUMMARY:

Annually, the Housing Services Division administers and implements over 15 different grants, totaling over $30 million in program funds. As FY 2021-22 came to a close, staff identified unexpended funds budgeted for various activities in FY 2021-22 which must be appropriated in FY 2022-23 for expenditure authority. These funds come from projects that were either underway at the time the fiscal year changed and need to be brought forward to complete the projects, or programs that had funding that was not fully expended during the previous fiscal year which will be re-appropriated to eligible activities.

FISCAL IMPACT:

Adoption of Resolution 2022-220 (Attachment No. 1) will adjust the FY 2022-23 Operating Budget by increasing revenue estimates and appropriating unspent funds available from the prior fiscal year. The changes to the Operating Budget are as follows:

PREVIOUS RELATED ACTION:

On June 6, 2022, the City Council adopted the FY 2022-23 City Operating Budget and the FY 2022-23 Capital Improvement Program (CIP) Budget.

DISCUSSION:

The City of Pomona currently receives the following entitlement funds from HUD: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG) funds. The City is required to have a Five-Year Consolidated Plan and an Annual Action Plan. The Consolidated Plan identifies community development and housing needs and provides an outline of goals and objectives to meet those needs. The Annual Action Plan details what activities the City will undertake and the amount of funding to be expended on the activities during the current fiscal year. Currently, there are unexpended ESG-CV funds budgeted for various activities in FY 2021-22 which must be appropriated in FY 2022-23 for expenditure authority. The City will amend the Consolidated Plan, FY 2022-23 Annual Action Plan, and carry over $433,953 from FY 2021-22 ESG CV funds to the City’s FY 2022-23 Budget.

COUNCIL PRIORITIES & GOALS: This action supports City Council Goal K – to reduce the unsheltered homeless population by 10% annually and take actions to mitigate the impacts of homelessness on the community.
