CITY OF POMONA

COUNCIL REPORT
December 19, 2022
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Chris Diggs, Water Resources Director
SUBJECT: AWARD A CONTRACT TO INTERWEST CONSULTING GROUP, INC. FOR WATER ENGINEERING SERVICES FOR THE CITY OF POMONA RECOMMENDATION:

It is recommended that the City Council take the following actions:

Approve a three year agreement with Interwest Consulting Group, Inc. in the amount of $983,580 for engineering plan review consulting services, with two one-year renewal options (Attachment 1); and Authorize the City Manager, or designee, to execute the agreement and any extensions, subsequent changes or amendments thereto, on behalf of the City, subject to review and approval as to form by the City Attorney.

EXECUTIVE SUMMARY:

The requested actions will approve a new agreement with Interwest Consulting Group, Inc. (Interwest) to provide water engineering plan review consulting services for the City of Pomona. Staff conducted a Request for Proposals (RFP) to award a new contract starting January 3, 2023, or as soon as possible thereafter. Based on a review of the proposals, Interwest was the most qualified, responsible, and responsive firm for the services needed.

FISCAL IMPACT:

The Water Resources Department (WRD) anticipates $156,000 is necessary for the remainder of FY 2022-23. Funds are available in the FY 2022-23 Water Resources Department Budget within the respective funds listed herein. Plan review tasks are estimated for the consultant duties as Water 40% (571-8120-52285-00000), Sewer 40% (581-2522-52285-00000), and Stormwater 20% (592-8131-52285-00000). Funding for future years will be included in each respective annual budget submission.

PREVIOUS RELATED ACTION:

None.

DISCUSSION:

As a result of the increased demand for accessory dwelling units (ADUs) and general land development activity, the WRD experienced a high demand for engineering plan reviews. It is anticipated that the demand for engineering plan reviews will continue due to the State of California’s mandate to improve housing and general higher density development. To remain responsive to customer demands for building and land development plan reviews, Interwest will provide engineering consultant services for the WRD and assist in plan review responses to applicants.

On June 16, 2022, a RFP, No. 2022-1009 “Professional Services Consultant-Engineering Plan Review,” was issued on the City’s electronic bidding platform. The solicitation notified 468 potential suppliers, of which 61 suppliers downloaded the RFP, resulting in the City receiving six proposals. Five of the six proposals received met the minimum qualifications. The five proposals were then evaluated by the evaluation committee based on their project approach, qualifications, and experience. The Interwest proposal was the most responsive, responsible, and qualified proposal. Table 1 below shows the ranking for the proposal. Therefore, staff recommends the City Council authorize the City Manager to execute the attached agreement (Attachment 1).
