CITY OF POMONA

COUNCIL REPORT
January 23, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: AUTHORIZATION TO EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITIES OF POMONA, SAN DIMAS, LA VERNE, CLAREMONT, AND THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS TO HOST THE HEART OF THE FOOTHILLS OPEN STREETS EVENT ON APRIL 23, 2023; AND ADOPT A RESOLUTION AMENDING THE FY 2022-23 REVENUES AND APPROPRIATIONS FOR THE GENERAL FUND AND TRAFFIC OFFENDER FUND BY APPROPRIATING $20,000 IN PROP C GRANT FUNDS FOR THE EVENT RECOMMENDATION:

It is recommended that the City Council take the following actions:

Authorize the City Manager to execute the proposed Memorandum of Understanding (MOU) between the cities of Pomona, San Dimas, La Verne, and Claremont, and the San Gabriel Valley Council of Governments (SGVCOG) to host the Heart of the Foothills Open Streets Event on April 23, 2023, in substantially the form submitted; and Adopt the following Resolution:

RESOLUTION NO. 2023-22 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2022-23 OPERATING BUDGET BY INCREASING THE REVENUE ESTIMATES AND APPROPRIATIONS IN THE GENERAL FUND ($13,000) AND TRAFFIC OFFENDER FUND ($7,000) FOR RECEIPT OF $20,000 IN PROP C GRANT FUNDS PURSUANT TO THE MEMORANDUM OF UNDERSTANDING FOR HEART OF THE FOOTHILLS EVENT ON APRIL 23, 2023 EXECUTIVE SUMMARY:

Adoption of Resolution No. 2023-22 (Attachment No.1) will allow for the receipt and appropriation of $20,000 in Prop. C grant funds, and approval to execute the MOU (Attachment No. 2) will allow the City of Pomona (City) to work jointly and collaboratively with SGVCOG and the other participating cities to share monetary, staffing, and other resources in planning and hosting the Heart of the Foothills Open Streets Event between and through the four cities.

FISCAL IMPACT:

On December 2, 2021, the SGVCOG was successful in securing $500,000 in Proposition C funds from the Metro county-wide “Open Streets Event” program to host the Heart of the Foothills Open Streets Event, including outreach, pre-event planning, and day-of-event staging costs.

The SGVCOG will serve as the lead agency and will contract with Metro and ActiveSGV to administer the grant and produce the event, respectively. The SGVCOG will be responsible for invoicing as well as contract management.

As noted in Exhibit A of the MOU, the City of Pomona has requested $20,000 to be used to pay for day-of expenses necessary for public safety, general public works services, and other support services for the event. The City will be responsible for a matching requirement of $15,190, which will consist of in-kind services (i.e. staff time with coordinating meetings, planning efforts, and event implementation).

ActiveSGV will be coordinating the logistics for the HUB in Pomona at Palomares Park. However, City staff anticipates several local non-profits will be interested in participating. City staff, including Community Services, will coordinate enhancements to the Pomona HUB. More importantly, there may be remaining funds available from the $20,000 to assist in these efforts. Planning is still ongoing.

The fiscal impact is depicted in the table below:

PREVIOUS RELATED ACTION:

On December 4, 2017, City Council authorized the City Manager to execute a MOU between various cities and the SGVCOG to host a very similar event organized and implemented by CicLAvia in April 2018.

DISCUSSION:

ActiveSGV has held multiple open streets events across the San Gabriel Valley. They will be responsible for the production of the event, which includes planning, permitting, outreach, programming, and working with Staff and community members in programming the event. ActiveSGV will be responsible to provide the following activities:

Day-of, direct all event logistics that include setting up HUBS, volunteer management, and all necessary signage; Work closely with all City Departments to create a strategic route plan and develop program elements; Conduct all necessary outreach along the route and encourage stakeholder participation and support; and Work with Metro and other transportation agencies to determine appropriate bus line detours due to event street closures.

Each city will be responsible for participating in the planning of the event, as well as, providing municipal services such as public safety, street closures, and sanitation on the day of the event. Additionally, the City of Pomona will be responsible for a minimum in-kind match of $15,190. The MOU includes a budget breakdown for the day-of costs for each city. The MOU also creates an "Open Streets Working Group" established for the purpose of combining resources (financial, staffing, and other in-kind) to plan and host the Heart of the Foothills Open Streets Event. The Working Group has been meeting regularly over the past several months, and will continue to meet to plan and implement the event.

City staff will soon begin meeting with other City Departments and several local organizations to discuss possible collaborations, including the Water Resources Department’s Earth Day coordinators, DPOA, PUSD, DayOne, the Pomona Valley Bicycle Coalition, and We Run Pomona, to name a few. City staff will continue to work with ActiveSGV and the Working Group on the planning and marketing efforts for this event.
