COUNCIL REPORT
January 23, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: AMEND THE FISCAL YEAR 2022-23 OPERATING BUDGET BY APPROPRIATING $287,741 OF AVAILABLE AQMD FUNDS AND APPROVE THE PURCHASE OF ONE ASPHALT PATCH TRUCK FROM PB LOADER CORPORATION FOR THE PUBLIC WORKS DEPARTMENT RECOMMENDATION: It is recommended that the City Council take the following actions:
Adopt the following resolution:
RESOLUTION NO. 2023-08 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2022-23 OPERATING BUDGET BY APPROPRIATING $287,741 FROM THE AVAILABLE AQMD FUND BALANCE TO PURCHASE ONE ASPHALT PATCH TRUCK FROM PB LOADER CORPORATION FOR THE PUBLIC WORKS DEPARTMENT; and Approve the purchase of an asphalt patch truck from PB Loader Corporation in the amount of $287,741.
EXECUTIVE SUMMARY:
Adoption of Resolution No. 2023-08 (Attachment No. 1) will appropriate $287,741 of available AQMD Funds in the FY 2022-23 Operating Budget and will authorize the purchase of one asphalt patch truck from PB Loader Corporation for the repair of potholes, small patch areas, and other street repairs.
FISCAL IMPACT:
There will be no fiscal impact to the General Fund. The FY 2022-23 Operating Budget for the AQMD Fund (245-2506-66182-00000) will need to be amended by appropriating $287,741. There are sufficient reserves in the AQMD Fund for the purchase the asphalt patch truck.
PREVIOUS RELATED ACTION:
On September 20, 2021, City Council approved the purchase of one asphalt truck from PB Loader Corporation; however, due to supply chain issues, the vehicle was not in stock for purchase and delivery in Fiscal Year 2021-22.
DISCUSSION:
Approval of this action will authorize the appropriation of available AQMD funds in the amount of $287,741 and approve the purchase of one (1) 2022 CNG asphalt patch truck from PB Loader Corporation. The proposed resolution will appropriate $287,741 of available AQMD funds from fund balance for the purchase of a new CNG-fueled asphalt truck from PB Loader Corporation. The purchase of the same asphalt truck was approved in the FY 2021-22 Operating Budget to be utilized by the Street Maintenance crew. Unfortunately, due to supply chain issues experienced by the vendor, the vehicle was not in stock for purchase. Since the purchase was not made during FY 2021-22, an updated Sourcewell Contract #080521-PBL was obtained to purchase a asphalt truck from PB Loader Corporation in the amount of $287,741.
Sourcewell is a joint powers association for public agencies with legal authority to serve as a contracting agency for municipalities. Per City Code 2-997, the Procurement Officer has reviewed the procurement process conducted by Sourcewell and recommends utilizing the Sourcewell contract for this purchase.
The Department currently has two asphalt patch trucks; however, one must be replaced. The asphalt truck needing replacement is a 1991 model from PB Loader Corporation. Due to excessive miles and years of service, this unit has become unreliable for daily use and is in need of major component replacement, including a new engine and transmission. Replacing this vehicle will result in more reliable and responsive repairs to local streets, and will also allow for a second crew to go out and promptly respond to needed asphalt repairs. The units are primarily used for the permanent repair of asphalt potholes, roadway failures, and emergency repair of utility cuts.
