CITY OF POMONA
COUNCIL REPORT
January 23, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Benita DeFrank, Neighborhood Services Director SUBJECT: PUBLIC HEARING AMENDING THE CONSOLIDATED PLAN, THE FISCAL YEAR (FY) 2022-23 ANNUAL ACTION PLAN AND THE FY 2022-23 CITY OPERATING BUDGET BY INCREASING/DECREASING REVENUE ESTIMATES AND APPROPRIATIONS FOR VARIOUS FEDERAL- AND STATE - FUNDED HOUSING GRANT PROGRAMS RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
RESOLUTION NO. 2023- 01 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE CONSOLIDATED PLAN, THE FISCAL YEAR (FY) 2022-23 ANNUAL ACTION PLAN AND THE FY 2022-23 CITY OPERATING BUDGET BY INCREASING/DECREASING REVENUE ESTIMATES AND APPROPRIATIONS FOR THE HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM, LEAD HAZARD REDUCTION AND HEALTHY HOMES SUPPLEMENT (LHRHH), HEALTHY HOMES PRODUCTION GRANT (HHPG), COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), EMERGENCY SHELTER GRANT (ESG), ESG-CORONA VIRUS, PERMANENT LOCAL HOUSING ALLOCATION (PLHA), CALHOME AND CALHOME RE-USE PROGRAM FUNDS EXECUTIVE SUMMARY:
Annually, the Housing Services Division administers and implements over 15 different grants, totaling over $30 million in program funds. As FY 2021-22 came to a close, staff identified unexpended funds budgeted for various activities in FY 2021-22 that must be appropriated in FY 2022-23 for expenditure authority. These funds come from projects that were either underway at the time the fiscal year changed and need to be brought forward to complete the projects, or programs that had funding that was not fully expended during the previous fiscal year. In addition, program income was generated from housing loan repayments that must also be appropriated in FY 22-23. This report requests fund balances and program income be appropriated in the FY 2022-23 City Operating Budget.
FISCAL IMPACT: The adoption of Resolution No. 2023-01 (Attachment No. 1) will amend the FY 2022-23 Operating Budget by increasing revenue estimates and appropriations. Revenue will increase by $7,461,560 and appropriations by an equal amount.

PREVIOUS RELATED ACTION: On June 6, 2022, the City Council adopted the FY 2022-23 City Operating Budget.
PUBLIC NOTICING REQUIREMENTS: A combined Notice of Public Hearing and 30-Day Comment Period for the Amendment of the Consolidated Plan and the Annual Action Plan was published on December 23, 2022 at the Inland Valley Daily Bulletin (Attachment No. 2).
DISCUSSION:
The City of Pomona currently receives the following funds from the Department of Housing and Community Development (HUD): Home Investment Partnerships (HOME) Program; Lead Hazard Reduction and Healthy Homes Supplement Grant (LHRHH); Healthy Homes Production Grant (HHPG); Community Development Block Grant (CDBG); Emergency Shelter Grant (ESG) and ESG-Coronavirus (CV). Other funds received are State grants, specifically the Permanent Local Housing Allocation (PLHA) and CALHOME Program. The City is required to have a Five-Year Consolidated Plan and an Annual Action Plan. The Consolidated Plan identifies community development and housing needs and provides an outline of goals and objectives to meet those needs. The Annual Action Plan details what activities the City will undertake and the amount of funding to be expended on the activities during the current fiscal year.
At the close of FY 2021-22, various funding sources had unexpended fund balances, including HOME, LHRHH, HHPG, CDBG, ESG, ESG-CV, PLHA, and CALHOME funds. Also, HOME, CDBG and CALHOME program income funds are available from payoff of housing loans under said programs. These funds needs to be appropriated in FY 2022-23 for expenditure authority. The City will amend the Consolidated Plan, the FY 2022-23 Annual Action Plan, and appropriate $7,458,550 of carry-over and program income funds to the City’s FY 2022-23 Budget.
COUNCIL PRIORITIES & GOALS: This supports the FY 2021-22 City Council Priority 1: Fiscal and Operational Responsibility – Goal C: Obtain additional grant funding and other revenues to help achieve City goals.
