RESOLUTION NO. 2023-07 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CREATING A NEW PROJECT, “PARK IMPROVEMENTS – SPORT COURT RESURFACING AND RESTRIPING,” PROJECT NO. 428-2590-XXXXX-71069 AND AMENDING THE FY 2022-23 OPERATING BUDGET BY UNAPPROPRIATING $95,000 OF GENERAL FUND YOUTH COMMITMENT FUNDING AND APPROPRIATING THIS $95,000 OF GENERAL FUND YOUTH COMMITMENT FUNDING TO THE NEW PROJECT EXECUTIVE SUMMARY: Adopting the Resolution (Attachment No. 1) will create a new CIP project, “Park Improvements – Sport Court Resurfacing and Restriping,” Project No. 428-2590-XXXXX-71069 (Project). It will also re-appropriate $95,000 of Youth Commitment funding from the operating budget to the new CIP Project. The Project will resurface and restripe four (4) existing tennis courts located at the north side of Palomares Park to create hybrid sports courts. The restriping will retain the existing recreational use for up to four (4) tennis courts while creating the option to utilize up to 16 pickleball courts.
FISCAL IMPACT: The Project will be fully funded to resurface and restripe four (4) existing tennis courts with 16 pickleball courts for a total cost of $95,000. This will include surface patching and paint color-coding of tennis court lines overlayed with standard dimension lines for pickleball courts.

DISCUSSION: Pickleball, a combination of tennis (net), ping-pong (paddle), and badminton (size of court), is one of the fastest growing sports nationwide. In 2021, City staff received a request to create a pickleball court on the existing half-court basketball court at Kiwanis Park. Staff expressed concerns with blending a pickleball court with a basketball court, as it would require staff to place and remove a net and might negatively impact the use of the basketball court. City staff carefully considered park sites with existing tennis courts, number of tennis courts, and current recreational programming. One such site is Palomares Park, a 17-acre park with various amenities such as a community center (Facilities/Rental office/Staff offices), senior center, teen center, basketball courts, and baseball/softball fields.
Staff is recommending the resurfacing and restriping of four (4) existing tennis courts at Palomares Park to create 16 pickleball courts, as this would continue to allow tennis play. Due to the smaller dimension requirements of a standard pickleball court (20’ x 44’) for both singles and doubles, installing hybrid tennis/pickleball courts provides the ability for one (1) tennis court to accommodate up to four (4) pickleball courts. While the maximum number of people playing tennis on one court is four players playing doubles, the maximum number of people playing pickleball, using the same space, can be up to 16 players on four courts, which further activates positive activities in the park and creates opportunities for leagues, games, and tournaments.
In creating a pilot program for pickleball, recreational activities will be integrated into existing youth, teen, and senior programming, including opportunities for inter-generational play. Outdoor & Active, the Pomona Unified School District (PUSD) funded program administered by City staff, offers youth ages 4-17 opportunities to participate in youth sports, recreation games, and nature-based activities. La Casita Teen Center, located at Palomares Park, offers youth ages 13-17 a place to do homework, play billiards, video games, and play sports. The Senior Program offers a senior meals program, nutrition classes, computer classes, and health/fitness classes for adults 60+. Pickleball can be incorporated at all of these levels.
There are currently no pickleball courts in Pomona and the City has received several requests from the public to add such courts. The City estimates that the total cost of sports court resurfacing and restriping of four (4) existing tennis courts with 16 pickleball courts will amount to approximately $95,000.
COUNCIL PRIORITIES & GOALS: This item supports Priority 4 Safe and Clean Community: Invest in public safety, community programming, and maintenance of properties and infrastructure to ensure residents, businesses, visitors, and employees feel safe, neighborhoods reflect the beauty of Pomona, and the community feels a sense of pride and ownership of the City.
