EXECUTIVE SUMMARY:
On October 18, 2022, the State Office of Historic Preservation (OHP) awarded $4,000 to the City of Pomona in support of our local Historic Preservation Program. This action accepts these grant dollars into the City’s budget.
FISCAL IMPACT:
Adoption of Resolution 2023-24 (Attachment No. 1) will accept one grant award from OHP, receiving a total of $4,000 in State Department of Parks and Recreation and National Historic Preservation Act of 1966 funds which may fund any eligible activities between October 1, 2022 and September 30, 2023. The City will be responsible for a grant match of in-kind services valued at $2,667 in the form of staff time for outreach to its Historic Districts. This action will also amend the FY 2022-23 operating budget by increasing revenue estimates in the amount of $4,000 (215-1712-40873-58772) and appropriations in the amount of $4,000. The appropriations will be split using the following breakdown of accounts: 215-1712-52063-58772, $1,100; 215-1712-52064, $1,500; and 215-1712-52080, $1,400.
PREVIOUS RELATED ACTION:
In October 2020, the City of Pomona received a $5,000 Certified Local Government (CLG) Program Grant that funded training for Staff and Historic Preservation Commissioners on historic preservation best practices, including general historic preservation concepts. In July 2021, the City of Pomona was awarded a $40,000 CLG grant through a competitive process, which funded the development of a Citywide Historic Context Statement.
DISCUSSION:
As part of the National Park Service Historic Preservation Fund (HPF), grant dollars are passed through the State OHP and they are required to pass ten percent of grant funds through to CLGs each year. This typically occurs through a competitive grant program, however there are years when OHP does not receive grant applications sufficient to fulfill the ten percent obligation, therefore a one-time pass-through opportunity is offered to CLG jurisdictions.
This year OHP did not receive grant applications sufficient to fulfill the ten percent obligation and had had approximately $100,000 in HPF funds to evenly distribute between nineteen CLG jurisdictions that applied and met eligibility requirements. The City of Pomona was awarded $4,000 in grant funds to provide outreach to its Historic Districts this spring. Staff will be hosting four meetings in each Historic District, including one community-wide meeting for all historic property owners or those interested in historic preservation. The purpose of these meetings is to discuss Pomona’s Historic Preservation Program, the recent update to the Design Guidelines, Historic Context Statement and the benefits and restrictions of being historically designated.
COUNCIL PRIORITIES & GOALS:
This item supports the 2021-22 City Council Priorities and Goals; Priority 1: Fiscal and Operational; Goal C: Obtain additional grant funding and other revenues to help achieve City goals.
