CITY OF POMONA

COUNCIL REPORT
February 6, 2023
To: Honorable Mayor and Members of the City Council From: James Makshanoff, City Manager
Submitted By: Michael Ellis, Chief of Police
SUBJECT: APPROVE THE SERVICE RETIREMENT OF POLICE FACILITY CANINE “SATIN” TO HER POLICE DEPARTMENT HANDLER RECOMMENDATION:

It is recommended that the City Council take the following actions:

Approve the service retirement and “Agreement to Release Police Service Dog” to her Police Department Canine Handler.

Authorize the City Manager to execute all related documents on behalf of the City.

EXECUTIVE SUMMARY
This action will approve the service retirement of Police Facility Canine, “Satin” to her handler Community Service Officer (CSO) Courtney Louie.

FISCAL IMPACT
As provided in the agreement, the City of Pomona shall receive a total of $ 1.00 as full payment for the sale of Police Service Canine Satin. The $1.00 will be deposited into the FY 2022-23 General Fund Operating Budget (101-2003-40380-00000).

DISCUSSION
Police Facility Canine Satin began her assignment in May 2022. During Police Department events Satin was exposed to, it became apparent that she was not able to adapt to her new role. This canine has shown that she was adverse to large crowds and noises, making her unfit to serve as a Police Facility Canine. Therefore, in a joint decision with Canine Companions, it is our recommendation for the release of this canine from service. A date has been selected for the removal of Satin from service effective January 31, 2023. Considering Satin’s inability to perform at standards, this meets the criteria for retirement as set forth in Pomona Police Procedure 330.

Pomona Police Department Canine Procedure 330 allows for the canine handler to have first priority in assuming responsibility for the care of the retired canine. Community Service Officer Courtney Louie has requested to assume that responsibility for Satin. Accordingly, the “Agreement to Release Police Service Dog" authorizes the sale of canine Satin to CSO Louie for $1.00. This sale shall transfer full responsibility and liability for canine Satin from the City to CSO Louie.
