RESOLUTION NO. 2023-29
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AWARDING PERMANENT LOCAL HOUSING ALLOCATION FUNDS (PLHA) IN THE AMOUNT OF $631,000 TO NATIONAL COMMUNITY RENAISSANCE OF CALIFORNIA (NATIONAL CORE) FOR THE PRISMA ARTIST LOFT AFFORDABLE HOUSING PROJECT WHEREAS, National Community Renaissance of California (National CORE), a California non-profit 501 (c)(3) organization, has been involved in the development, acquisition, planning, design management, construction, property management and asset management of affordable housing that is integrated with social programs and services; WHEREAS, in the past five years alone, National CORE has completed and leased-up 1,080 new affordable housing units throughout Southern California, which included the Veterans Park in Pomona, a 61- unit affordable housing development for families, veterans and homeless; WHEREAS, National CORE has requested financial assistance in the amount of $631,000 from the City of Pomona’s Permanent Local Housing Allocation Program funds to go towards the construction of the Prisma Artist Lofts Housing Project; WHEREAS, the Prisma Artist Lofts Housing Project, to be located at 501 E. Mission Boulevard, Pomona, involves the construction of 75-housing units dedicated to families earning no more than 60 percent of the Los Angeles County median income guidelines, with a public pocket park, leasing office, art room, and a community center to accommodate a range of supportive services, classes and gatherings; WHEREAS, among the eligible activities in the City of Pomona’s approved Five-Year Permanent Local Housing Allocation Plan is the pre-development, development, rehabilitation, and preservation of affordable rental and ownership housing; WHEREAS, the City’s Five-Year PLHA Plan includes funding for an affordable rental housing development, and such funding is also included in the City’s FY 22-23 Operating Budget under Account No. 143-1791-52285-40103; and, WHEREAS, the project supports the City Council priorities of providing increased housing opportunity and stability; and, encouraging the development and maintenance of quality housing opportunities for all.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pomona, as follows:
SECTION 1. That the City Council hereby approves funding in the amount of $631,000 in Permanent Local Housing Allocation Program funds to National Community Renaissance of California (National CORE) as contribution for the construction of the Prisma Artist Lofts Housing Project.
SECTION 2. The requested financial assistance will be contingent upon the Planning Commission and the City Council’s approval of the entitlements for the Project and the commitment of all other private and public funding sources for the Project.
SECTION 3. The City Manager, or his designee, is hereby authorized to negotiate with National CORE for the execution of an Affordable Housing Agreement with the Developer and execute all necessary documents for the financial assistance.
SECTION 4. That the City Clerk shall attest and certify to the passage of this resolution and it shall thereupon take effect and be in full force.
