SUBJECT: ADOPT A RESOLUTION AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY ACCEPTING, INCREASING REVENUE ESTIMATES, AND APPROPRIATING HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP) GRANT FUNDS IN THE AMOUNT OF $244,000 TO “TRAFFIC SIGNAL – COUNTDOWN PEDESTRIAN HEADS,” PROJECT NO. 428-2590-XXXXX-68563 RECOMMENDATION:
It is recommended that the City Council take the following actions:
1) Adopt the following resolution:
RESOLUTION NO. 2023-16 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY ACCEPTING, INCREASING REVENUE ESTIMATES, AND APPROPRIATING HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP) GRANT FUNDS IN THE AMOUNT OF $244,000 TO “TRAFFIC SIGNAL – COUNTDOWN PEDESTRIAN HEADS,” PROJECT NO. 428-2590-XXXXX-68563, and 2) Retroactively reimburse any eligible expenses incurred since the beginning of FY 2022-23 for “Traffic Signal – Countdown Pedestrian Heads,” Project No. 428-2590-XXXXX-68563 with HSIP grant funds.
EXECUTIVE SUMMARY:
In 2019, the City of Pomona (City) was awarded HSIP grant funds in the amount of $250,000 for the purchase and installation of materials necessary to upgrade existing pedestrian displays on the City’s traffic signals from walking man/flashing hand type to numerical countdown pedestrian displays. Approval of the recommendation is an administrative step necessary to receive reimbursement from the federal HSIP grant for the construction phase in the amount of $244,000 for “Traffic Signal – Countdown Pedestrian Heads,” Project No. 428-2590-XXXXX-68563 (Project).
FISCAL IMPACT:

PREVIOUS RELATED ACTION:
On July 16, 2018, City Council authorized the submittal of the HSIP application to Caltrans requesting funds to upgrade existing pedestrian crosswalk indicators.
On April 20, 2020, City Council approved the Program Supplemental Agreement (PSA) No. F021 with Caltrans and amended the FY 2019-20 CIP Budget by accepting, increasing revenue estimates, and appropriating $6,000 of HSIP grant funds to the Project.
DISCUSSION:
The HSIP is a core Federal-Aid program with the overall purpose of achieving a significant reduction in traffic fatalities and serious injuries on all public roads through the implementation of infrastructure-related highway safety improvements. Each individual project requires an executed PSA, which amends the Master Agreement to describe the phases, costs, and special conditions that apply to a specific project.
Caltrans issued the authorization (E-76) for construction funds in April 2022, which allows City to begin reimbursement for eligible construction cost. Staff overlooked the administrative step to appropriate the construction funds into the CIP project, which allows eligible staff to charge time and seek reimbursement related to the project. The recommended action will appropriate the construction funds, and direct staff to reimburse any eligible expenses incurred since the beginning of FY 2022-23.
The approval of this action will allow staff to appropriate the remaining $244,000 HSIP grant funds into the CIP Project for the construction phase. Due to the limited grant funds available per agency for pedestrian crossing enhancements, the City’s Traffic Operations Staff is providing the labor for the installation of the modules. Time expended by City Staff is eligible for grant reimbursement. Work is well underway with approximately 30% of the Project completed to date. The Federal project number is HSIPL-5070(037), and this HSIP grant does not require any local match.
