CITY OF POMONA

COUNCIL REPORT
February 27, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: RESOLUTION TO AMEND THE FISCAL YEAR 2022-23 OPERATING BUDGET BY APPROPRIATING AN ADDITIONAL $3,626 OF AVAILABLE AQMD FUNDS TO PURCHASE ONE APPROVED ASPHALT PATCH TRUCK FROM PB LOADER CORPORATION FOR THE PUBLIC WORKS DEPARTMENT RECOMMENDATION:

It is recommended that the City Council adopt the following resolution:

RESOLUTION NO. 2023-26 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2022-23 OPERATING BUDGET BY APPROPRIATING $3,626 FROM THE AVAILABLE AQMD FUND RESERVES TO PURCHASE ONE APPROVED ASPHALT PATCH TRUCK FROM PB LOADER CORPORATION FOR THE PUBLIC WORKS DEPARTMENT EXECUTIVE SUMMARY:

Adoption of Resolution No. 2023-26 (Attachment No. 1) will appropriate an additional $3,626 of available AQMD Funds in the FY 2022-23 Operating Budget to complete the purchase of one previously approved asphalt patch truck from PB Loader Corporation for the repair of potholes, small patch areas, and other street repairs.

FISCAL IMPACT:

There will be no fiscal impact to the General Fund. The FY 2022-23 Operating Budget for the AQMD Fund (245-2506-66182-00000) will be amended by appropriating $3,626. There are sufficient reserves in the AQMD Fund for the purchase of the asphalt patch truck.

PREVIOUS RELATED ACTION:

On September 20, 2021, City Council approved the purchase of one asphalt truck from PB Loader Corporation; however, due to supply chain issues, the vehicle was unavailable for purchase and delivery in FY 2021-22. On January 23, 2023, with apparent supply chain issues resolved, City Council reapproved the purchase of the asphalt truck from PB Loader Corporation in the amount of $287,741.

DISCUSSION:

Approval of this action will authorize the appropriation of available AQMD funds in the amount of $3,626 to complete the purchase of one (1) 2021 CNG-fueled asphalt patch truck from PB Loader Corporation. The purchase of the asphalt truck was first approved in the FY 2021-22 Operating Budget to be utilized by the Street Maintenance crew. Unfortunately, due to supply chain issues experienced by the manufacturer, Staff was notified that the vehicle was unavailable for purchase. With apparent supply chain issues resolved, Staff once again requested approval for the purchase of the truck at the January 23, 2023 City Council meeting and was expecting to receive the truck by the end of FY 2022-23.

However, after the Council approval on January 23, 2023, Staff was notified by PB Loader Corporation that the truck previously ordered in FY 2021-22 was actually available and ready for delivery. Staff was further informed that it was necessary to upgrade the chasis requiring a slight price increase.

The Department currently has two asphalt patch trucks; however, one must be replaced. The asphalt truck needing replacement is a 1991 model from PB Loader Corporation. Due to excessive miles and years of service, this unit has become unreliable for daily use and is in need of major component replacement, including a new engine and transmission. Replacing this vehicle will result in more reliable and responsive repairs to local streets and will also allow for a second crew to go out and promptly respond to needed asphalt repairs. The units are primarily used to permanently repair asphalt potholes, roadway failures, and emergency repair of utility cuts.
