RESOLUTION NO. 2023-40
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2022-23 OPERATING BUDGET, AMENDING THE FISCAL YEAR 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET AND AMENDING THE FY 2022-23 AUTHORIZING STAFFING LEVELS WHEREAS, a fiscal review is a prudent method to ensure that the City maintains a healthy financial structure; WHEREAS, the City routinely adjusts fiscal year revenue estimates and appropriations throughout the fiscal year; WHEREAS, the City Council adopted the FY 2022-23 Operating Budget, Housing Authority Budget, and the Five-Year Capital Improvement Program on June 6, 2022 and all appropriations for departments or major organizational units within the General Fund and all operating funds were approved; WHEREAS, the City Council approved amendments to the fiscal year 2022-23 General Fund Operating budget on August 15, 2022, October 3, 2022, October 17, 2022, November 21, 2022, December 19, 2022 and January 23, 2023. .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona, California, as follows:
SECTION 1. That the Fiscal Year 2022-2023 Mid-Year General Fund Fiscal Review has hereby been received and reviewed by the City Council.
SECTION 2. That the City Council amends the Fiscal Year 2022-2023 City Operating Budget for the purpose of accurately reflecting estimated revenues and appropriations as follows:
SECTION 3. The City Council hereby amends the authorized staffing by approving the reclassification/restructure/title change of one Library Manager (Range Scale EB-076) Deputy Director of Library Services (Range Scale EB-082) (Library).
SECTION 4. The City Council hereby amends the authorized staffing by approving the addition of one Neighborhood Services Assistant Director (Range Scale A-EA-094) (Neighborhood Services Department).
SECTION 5. The City Council hereby amends the FY 2022-23 CIP Budget by appropriating $800,000 of General Fund reserves (101-2590-89987-71053, 428-2590-80701-71053, 428-2590-66196-71053) to “Emergency Shelter Annex / Water Utility Access,” Project No. 428-2590-XXXXX-71053.
SECTION 6. The City Council hereby amends the FY 2022-23 CIP Budget by appropriating $500,000 of General Fund reserves (101-2590-89987-68580, 428-2590-80701-68580, 428-2590-66196-68580) to “Traffic Signal Modification Project – Towne Avenue and Bonita Avenue,” Project No. 428-2590-XXXXX-68580.
SECTION 7. The City Clerk shall certify to the passage and adoption of this resolution, and it shall thereupon be in full force and effect.
