Lead Free Homes LA Service Area Plan
City of Pomona
First Supervisorial District
The Los Angeles County Development Authority (LACDA) has developed a model for the County of Los Angeles Lead Free Homes LA Program to capitalize on the efficiencies of the resources necessary to implement this lead- based paint remediation throughout the County. LACDA’s work plan maximizes the resources necessary to conduct all aspects of the program, including community-based outreach to enroll eligible households, lead hazard and scope of work assessments, owner and occupant meetings, temporary relocation, construction contractor activities, inspections, and lead hazard clearances. It draws upon successful models and precedents utilized to engage communities, meet political expectations, and attract partners with the capacity to fulfill the extraordinary demands and roles related to each phase of the workflow.

To create synergy and a robust application flow, the program will begin the outreach and enrollment activities for residents within District One (1). The program will then move through the other districts and conclude in District Four (4). The city of Pomona has 6,989 pre-1951 units and is home to approximately 78,974 residents who earn an average median household income of $43,796.

To determine the outreach strategies throughout these communities, the census tracts within the City were assessed as follows:

1. Number of pre-1951 homes

2. Percentage of Households with children under six years of age

3. Percentage of L/M households
The assessment reflects that over 65% of each community within this service area has an overall percentage of L/M income households. Prioritization of these communities considers that households with lower income may be less likely to have the resources to make necessary repairs, resulting in deterioration of painted surfaces and related causes. It also anticipates that effective outreach efforts will focus on occupants of eligible homes built before 1951 that are occupied by young children and will yield successful enrollment results.

This analysis suggests that implementing a multifaceted strategic outreach and enrollment campaign that engages a variety of stakeholders and thoughtful efforts to reach eligible households who will benefit from this program may be achieved within 14 months. The proposed four-phase approach is as follows:
