EXHIBIT “A-2”

SCOPE OF SERVICES
Background
Consultant has previously prepared a Preliminary Geotechnical Engineering Investigation Report dated May 5, 2017, for the Corporate Yard Facility for the City of Pomona. In 2019, part of the project site’s native alluvial soil had been replaced with import soils under environmental cleanup Task at APN 8348-013-901. The alluvial soil at the right half of the parcel south of Commercial Street was replaced over the top 6 to 9 feet and as much as 10 to 13 feet at localized areas of the site. Our May 5, 2017, geotechnical report was completed with borings and testing performed on the native alluvial soil before the environmental cleanup task. The upper 10 feet of soil is what usually govern the design and performance of shallow foundation system. In order to facilitate geotechnical engineering analysis and to obtain appropriate geotechnical engineering properties of the import soils placed in 2019, it will be necessary to conduct a limited site-specific exploration program at the area where import soil replacement occurred under the environmental cleanup task.

Consultant also understand the design of dry wells for Low Impact Development (LID) stormwater management measure is 7 feet deep at APN 8348-013-901 and 30 feet deep at APN 8348-013- 903.

Scope
Consultant shall prepare a site-specific health and safety plan (HASP) prior to commencing the field exploration. The HASP with the specified levels of the personal protective equipment for the anticipated hazards will remain in effect prior to beginning and during the entire duration of the field exploration.

Consultant shall conduct a field reconnaissance with City’s representative to identify and mark mutually agreed locations for drilling the proposed borings. Consultant shall call Underground Service Alert as required by State law. In addition, a geophysical survey will be conducted to further verify the locations of suspected underground utilities utilizing a variety of non-destructive techniques such as ground penetrating radar (GPR), electromagnetic, electrical resistivity, and magnetometer surveys to check for underground utilities.

Prior to any field operations, Consultant shall obtain a drilling permit from Los Angeles County Department of Environmental Health (EH) for explorations penetrating the groundwater, or deeper than 10 feet.

Four (4) soil borings (3 borings to a depth of 10 feet at APN 8348-013-901, and 1 boring to a depth of 30 feet below the existing grade at APN 8348-013-903) will be drilled utilizing hollow- stem-auger (HSA) techniques to collect subsurface soil samples for geotechnical laboratory testing and engineering analyses. In addition, the 30 feet deep boring at APN 8348-013-903 and

Page 4 of 9 ends

one of the 10 feet borings at APN 8348-013-901 will also be used to perform field infiltration tests for low impact development (LID) mitigation measure development. The field activities will be conducted between 8 AM and 5 PM during weekdays. The proposed boring locations are presented on the attached Figure 1 - Exploration Location Plan. The field operations will consist of the following activities:
 Drilling with a truck-mounted drill rig using 6- to 8-inch diameter hollow-stem augers provided by our subcontractor. The subsurface exploration will be supervised by a California Registered Geotechnical Engineer or Certified Engineering Geologist from our office.
 Collecting relatively undisturbed samples at 2.5 feet, 5 feet and 10 feet below ground surface with a California Soil Sampler in the exploratory borings. The sampler will be driven into the subsurface soils using a standard 140-pound hammer dropping 30 inches. Blow counts will be recorded at 6-inch intervals for each sample taken.  It is assumed that no contamination will be encountered within the import soils in the borings to be drilled at APN 8348-013-901. Notwithstanding, our field personnel will be equipped in the field with a portable Photoionization Detector.  If no-signs of contamination are encountered, the borings B-1, B-2, and B-3 to be drilled at APN 8348-013-901 will be backfilled with soil cuttings to the ground surface and the top of boreholes patched with matching surface, where pavement exists. If there are excess soil cuttings, excess soil cuttings from boreholes defined as investigation derived waste (IDW) will be spread onsite upon the owner’s approval.

For budgeting purpose, there is no IDW disposal cost for our baseline scope of B-1, B-2, and B-3 to be drilled at APN 8348-013-901. However, if soil contamination is detected in the cuttings from these 3 borings, Consultant shall drum and profile the IDW, and dispose of the drums at offsite facility with Consultant’s subcontractor American Integrated Services (AIS) according to the contingency Task.  Boring B-4 to be drilled at APN 8348-013-903 will be backfilled with cement/bentonite grout in accordance with EH permit requirements. Patching the surface with rapid-set concrete, if within the existing paved area. The IDW from this boring will be profiled for disposal based on the results of analytical testing including full range hydrocarbons, volatile organic compounds, and California Administrative Code (CAC) metals. If the waste is characterized as non-hazardous, the IDW will be disposed of at a treatment, disposal, and storage facility (TDSF) by Consultant’s subcontractor. If the IDW is characterized as hazardous, the IDW will have to be disposed at a hazardous waste facility. If the IDW is characterized as non-hazardous then it can be disposed of in a TDSF. City’s waste generator identification number (ID) will be used in the disposal manifest. For the budgeting purpose, the cost proposal considered the IDW from boring B-4 is non-hazardous.
 Two (2) borings (B-2 and B-4) will be converted to infiltration test wells. Consultant will conduct two (2) field infiltration tests in accordance with procedure and requirements presented in the latest County of Los Angeles, Department of Public Works Administrative Manual dated June 30, 2021. The infiltration test will be performed at the depths of 7 and 30 feet below the existing ground surface for boring B-2 and B-4, respectively and the result will be presented in inches/hour with corresponding factors of safety.

Page 5 of 9 ends

The exploration program will not contain an environmental contamination investigation.

Laboratory testing of soil samples retrieved from the borings will be performed. All tests will be performed in accordance with the latest applicable ASTM guidelines. The required geotechnical laboratory testing will be performed by EGLab, Inc., located in Arcadia, California, or another City approved laboratory, following completion of the field exploration. The numbers and types of tests will depend upon the soils encountered. The laboratory testing program will include:
 Moisture content and dry density tests (ASTM D2216 and D2937)  Atterberg limits for fine-grained materials (ASTM D4318)  Particle size analyses (ASTM D422 and D1140)
 Shear strength tests - direct shear or unconfined compression (ASTM D3080, or D2166)
 Consolidation tests (ASTM D2435)
 Laboratory maximum density test (ASTM D1557)
 R-Value (ASTM D2844)
 Chemical (Corrosion) Test (Resistivity, Sulfate, PH and Chloride) (California Test Methods 417, 422, 532, and 643)
Consultant’s findings, conclusions and recommendations and supporting field and laboratory test results will be presented in an addendum report that will be used in the design and construction for the proposed improvements. The addendum report will present updated results and recommendations including but not limited to the following:

1. A to-scale site map indicating locations of new borings and previous relevant borings, and the corresponding boring logs of new borings showing ground surface elevation, blow counts (penetration), graphic log of material encountered, soil classification and description, moisture content, dry density and fines fraction of the soil samples tested.

2. An updated geologic cross-section of the Project site.

3. Subsurface soil conditions, soil types, groundwater information.

4. Updated site geological and seismic hazards evaluation including seismicity and site liquefaction potential/seismically induced settlement.

5. Updated infiltration test results at boring B-2 to be drilled at APN 8348-013-901 and boring B-4 to be drilled at APN 8348-013-903.

6. Parameters pertaining to seismic design based on 2019 CBC.

Page 6 of 9 ends

10. Construction monitoring recommendations.

Included, if necessary, are the contingency cost of $1,100 for IDW disposal of borings B-1, B-2, and B-3 to be drilled at APN 8348-013-901. Consultant’s subcontractor American Integrated Services (AIS) will be responsible for the handling and management of all excess Investigation Derived Wastes (IDW’s).

Consultant has assumed within its proposal that non-contaminated investigation-derived waste (IDW) will be temporarily stored in 55-gallon drums at the Project site. The IDW will be disposed of off-site after analytical test results become available (typically within 5 to 7 days) for disposal after drilling. Drums will then be removed by American Integrated Services from the Project site and transported to an appropriate waste disposal facility. The disposal cost will be handled under a separate or addendum agreement if contaminated soil is encountered.
