NOTICE OF PUBLIC HEARING AND ASSESSMENT INFORMATION

Notice of Public Hearing and Assessment Information – Page 3 of 3 Ballot # 1602 SEQ #: 1
Reasons for the Proposed Assessment Revision: This proposed assessment replaces the existing Phillips Ranch assessments for the provision of similar services i n this area. Approval of the proposed District form ation covered by this Engineer’s Report will generate the revenue necessary for street lighting and tree, la ndscape and open space improvements and maintenance more fu lly described in the Engineer’s Report. Phillips Ra nch residents have been paying an assessment since the 1980s. The current assessment, under the existing District, has not increased since 1993, while costs associated with landscaping and lighting improvements and associated maintenance have continued to increase. Without an increase, landscaping and lighting services will be reduced to a level consistent with the revenue generated. The District’s improvements, services and activities include all necessary services, operations and administration r equired to keep the District improvements and area in an operational and satisfactory condition as well as provide for the ongoing services and activities.

Basis of Proposed Assessment: Each parcel that has a special benefit conferred u pon it as a result of the construction, maintenance and operation of the impr ovements is identified and the proportionate specia l benefit derived by each identified parcel is determined in relationship to the entire costs of the improvements.

Only parcels that receive direct special benefit ar e assessed, and each parcel is assessed in proporti on to the estimated special benefit received. The annual asse ssment rate is calculated by dividing the net total to be assessed District-wide by the total Benefit Points assigned to parcels in the District based on land u se type, location, and development status. The District’s average lot and building size for each land use were utilized to determine a Lot Factor and a Building Factor.

Benefit Points are assigned to each parcel in the District based on formulas designed to measure special benefit received. The special benefits for the Street Light ing Improvements are (1) Safety and (2) Access. The special benefits for the Trees, Landscape and Open Space Im provements are (1) Aesthetics; (2) Identity; and (3 ) Livability.

The formula below shows the total special benefit points calculation for each parcel:

Parcel’s
Building Factor +
Parcel’s Lot

The table on the next page gives the Total Benefit Points for a sample residential parcel and non-residential parcel.

Parcel Factor
Land Use Parcel Benefit Points ( Bldg Factor + Lot Factor ) Total Special
Benefit Points
Residential 5 x 1.67 = 8.341
Non-Residential 3 x 8.41 = 25.225

The total District cost attributable to special benefit for Fiscal Year 2023/24 is $1,791,474.49.

The total Special Benefit Points for the District for Fiscal Year 2023/24 are 29,209.71.

NOTICE OF PUBLIC HEARING AND ASSESSMENT INFORMATION

Notice of Public Hearing and Assessment Information – Page 3 of 3 Ballot # 1602 SEQ #: 1
The rate per Special Benefit Point for Fiscal Year 2023/24 is $61.33.

The total number of Benefit Points assigned to your parcel for Fiscal Year 2023/24 is 8.341.

The maximum assessment rate per Special Benefit Point is calculated by dividing the total cost estimate by the total Special Benefit Points assigned. The following formula provides the maximum assessment rate per Special Benefit Point calculation:

For a complete description of the assessment formula, including further details on how the special benefit was derived, reference is made to the approved Engineer’s Report for the District, which is available at the Office of the City Clerk.

The amount of the proposed assessment for your spec ific parcel is shown on the prior page of this Noti ce and also in the enclosed ballot. The rate per Benefit Point for Fiscal Year 2023/24 is $61.33. Single-family residential properties are allocated 8.341 Total Benefit Points, which equates to $511.58 for Fiscal Year 2023/2024.
