The annual allocations the City of Pomona (City) receives allows for the funding of park improvements and renovations throughout the City utilizing Los Angeles County Regional Park and Open Space District (RPOSD) Measure A annual allocations.
FISCAL IMPACT:
Approval of this action will result in an additional $534,980 of Measure A Annual Allocations being appropriated to “Measure A Park Improvements – Citywide,” Project No. 428-2590-XXXXX-71080. The fiscal impact is summarized in the table below:

PREVIOUS RELATED ACTION:
On December 6, 2021, the City Council approved the creation of “Measure A Park Improvements – Citywide,” Project No. 428-2590-XXXXX-71080 (Project), and appropriated $1,689,240 of Measure A funds to the Project. On May 16, 2022, $650,000 of that appropriation was moved to “Hamilton Park Renovation,” Project No. 428-2590-XXXXX-71070, leaving a remaining budget of $1,039,240 in the Project.
DISCUSSION:
In November 2016, 74.9% of Los Angeles County voters approved the Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure (Measure A), authorizing dedicated local funding for new park, recreation, and open space projects and their maintenance through an annual special tax of 1.5 cents per square foot of building floor area on all taxable real property in the County. Measure A is expected to generate approximately $500,000 for the City per year from the annual parcel tax.
Since 2018, the City has received $2,474,220 in annual allocations and is currently utilizing $250,000 of this funding for the preparation of the City’s Parks and Facilities Master Plan, and $650,000 to fund the new playground and restrooms that will be installed at Hamilton Park this calendar year, leaving a balance of $1,574,220, of which $1,039,240 is already appropriated to the Measure A Park Improvements project. With the approval of this action, the remaining $534,980 will be appropriated to “Measure A Park Improvements – Citywide,” Project No. 428-2590-XXXXX-71080.
It should be noted that Measure A annual allocations can only be used to fund new park development or the preparation of design plans, and cannot be used for maintenance/repairs. However, the City receives a separate, smaller allocation through Measure A for maintenance. These smaller “maintenance” funds from Measure A can only be used on previous Measure A-funded projects (e.g. maintaining a new bathroom which construction was funded with Measure A). Further, each project is subject to an application process that can be approved or denied by RPOSD.
