SUBJECT: RESOLUTION TO AMEND THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CHANGING THE PROJECT DESCRIPTION FOR “CITY FACILITIES – ROOF REPLACEMENT AND REPAIRS,” PROJECT NO. 428-2590-XXXXX-71059 RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
RESOLUTION NO. 2023-39 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CHANGING THE PROJECT DESCRIPTION OF “CITY FACILITIES – ROOF REPLACEMENT AND REPAIRS,” PROJECT NO. 428-2590-XXXXX-71059 EXECUTIVE SUMMARY:
Adoption of Resolution No. 2023-39 (Attachment No. 1) will revise the project description for “City Facilities – Roof Replacement and Repairs,” Project No. 428-2590-XXXXX-71059 (Project) to include additional facilities in need of roof replacement or repair. The additional facilities are as follows: John F. Kennedy Park Restroom Roof (roof replacement), Westmont Park Community Center (roof replacement), and Philadelphia Park Community Center (roof replacement and repair). The project description will be further revised to eliminate the Pomona Public Library as a location since a separate CIP project for the Library roof replacement has been previously created by City Council action.
FISCAL IMPACT:
There is no immediate fiscal impact associated with this action. However, future appropriations of additional funding may be required as costs for each roof replacement (or repair) are determined.
PREVIOUS RELATED ACTION:
On June 6, 2022, City Council adopted Resolution No. 2022-94 adopting the City’s FY 2022-23 CIP budget that included “City Facilities – Roof Replacement and Repairs,” Project No. 428-2590-XXXXX-71059.
DISCUSSION:
The Project was created for the purpose of repairing or replacing City facility roofs, and related substructure and/or supports, as necessary, at various Park locations. Adoption of Resolution No. 2023-39 will revise the project description for the Project to include additional park locations, as follows: John F. Kennedy Park Restroom Roof (roof replacement), Westmont Park Community Center (roof replacement), and Philadelphia Park Community Center (roof replacement and repair). The Parks and Facilities Staff, in a joint effort with Community Services Staff, have determined that roof replacements and repairs at these locations should also be prioritized along with the existing listed facilities indicated on Attachment No. 2 – CIP Project Details Sheet. Further, these new locations can be added since this recommended action will also remove the proposed roof replacement at the Pomona Public Library from the project description. A separate CIP project has been previously created for the Library roof replacement to be funded with separate grant funds.
COUNCIL PRIORITIES & GOALS:
This item supports the June 21, 2021, City Council Priorities and Goals: Priority 5 – Infrastructure: Goal O – Improve Parks facilities.
