PUBLIC NOTICE REQUIREMENTS:

In accordance with Pomona City Code Section 2-993.1, the Request for Proposals was posted on Planet Bids on December 15, 2022, with a due date of January 19, 2023.

PREVIOUS RELATED ACTION:

On March 2, 2015, City Council approved a contract with World Private Security Services, Inc. for security guard services Citywide. On March 19, 2018, City Council awarded a contract to Absolute International Security (AIS) for Citywide security guard services.

DISCUSSION:

The City currently has a contract with AIS for Citywide security services, which will expire on March 31, 2023. AIS provides security services at City parks and community centers, the Civic Center, Metrolink North Station, Downtown Regional Transit Center, services for occasional events, and other City-owned properties, as required. As the term for AIS’ contract nears its end, the City released a new Request for Proposals.

In accordance with Pomona City Code Section 2-993.1, Request for Proposals (“Bid”) No. 2022-69 – Security Guard Services for the City of Pomona was posted on Planet Bids on December 15, 2022, with a due date of January 19, 2023. Bids were solicited from qualified security guard service vendors to provide required security services throughout the City, including all City parks and community centers, Pomona Civic Center Plaza, special City events or projects, City facility rentals, Veterans Park night patrol, Library, Metrolink - North Station and Downtown Regional Transit Center, Water District Sites, and Hope for Home.

Eighteen (18) bids were received, and eleven were rejected due to failure to comply with bid submission instructions, leaving seven proposals to consider. Bid evaluations were conducted by four Staff members. Evaluators thoroughly reviewed and scored each proposal based on three key criteria: a) Experience, organization, and technical skills; b) Overall project approach, design, and methodology; and c) Qualifications, background, and prior experience of the Proposer in performing services for similar agencies. The results revealed that AGS scored the highest by a wide margin; therefore, there was no need to conduct a second round of scoring based on this margin. The table below displays the Bid evaluations scoring results.

Staff recommends the Citywide security guard services contract be awarded to AGS as the most qualified, responsive, responsible bidder at hourly prices bid, for a contract term of three (3) years, with two (2) one-year extension options. Award of contract to AGS will ensure that City facilities receive the required security guard services effective April 1, 2023 through March 30, 2026.
