Adopting the Resolution (Attachment No. 1) will create a new CIP project, “Memorial Park Building Renovation and Retrofitting,” Project No. 428-2590-XXXXX-71084 (Project). It will also re-appropriate $300,000 of Afterschool Recreation funds from the operating budget to the new CIP Project. The Project will renovate and retrofit the existing building to provide staff offices and storage space for youth sports-related programming.
FISCAL IMPACT:
The Project will be partially funded to upgrade the existing building for a cost of $300,000, as shown in the table below. This will include environmental testing, abatement, new roof, flooring, paint, a ductless mini-split system for heating and cooling, office restrooms, kitchen, and fencing. DISCUSSION:
The Project will provide for Memorial Park building improvements such as environmental testing, abatement, new roof, office restrooms, kitchen, new flooring, paint, a ductless mini-split system for heating and cooling, and fencing to enclose the area along the front entrance to the building. Renovating the existing building will provide office space for Recreation Staff and storage to create a “sports hub” to conduct and administer recreational youth sports programming.
The demand for outdoor recreation has increased due to the end of the pandemic phase of COVID-19, and Community Services is responding by enhancing and expanding outdoor programming and activities for youth ages 4-17. As such, Recreation staff levels have increased to keep up with the need to plan, organize, and administer such activities, including the hiring of a full-time Recreation (Communications) Coordinator to manage Community Services’ social media platforms and City Recreation Guide. The addition of this position is expected to increase the demand and popularity of existing youth programs, such as Outdoor and Active. Further, the increase of staffing levels will require the relocation of After School Recreation staff from Palomares Park to the Pomona Library. This will allow youth-serving staff to be in close proximity to coordinate activities and increase the number of youth served from a more centralized location within the City.
The longtime shuttered community center has been neglected for nearly 25 years, resulting in the building’s crumbling infrastructure. There are existing holes in the roof that have led to the rotting of wood and damage to the ceiling, rafters, and flooring, etc. If repairs are not addressed soon, this will cause additional damage requiring more costly repairs. The City estimates that the initial repair costs to make the Memorial Park building operational will amount to $300,000.
COUNCIL PRIORITIES & GOALS:
This item supports the 2021-22 City Council Priority 4: Safe and Clean Community: Goal M: Improve safety and cleanliness at parks and public spaces, and Step 3: Re-open community centers as public health orders allow, collaborating with community organizations to increase service levels to seniors, families, and youth.
