DISCUSSION:

The recommended action will authorize the purchase of an Isilon A3000 Storage Server From Dell, Inc. by utilizing a NASPO ValuePoint Contract # MNWNC-108 / 7157034003 with the State of California. The purchase will be to replace an Isilon A2000 with an Isilon A3000 storage unit (Attachment No. 2). The Isilon is a node based storage with a complex redundancy algorithm for mass storage. The purchase price reflects an included buy-back credit for the original equipment. NASPO ValuePoint is a cooperative purchasing program facilitating public procurement solicitations and agreements. Purchasing has reviewed the procurement process conducted by NASPO ValuePoint and determined that the process meets the City of Pomona’s requirement for utilizing cooperative agreements. City Code Sec. 2-997- Cooperative Purchasing, authorizes the Procurement Officer to recommend a cooperative or “piggyback” purchase on an awarded contract for services or equipment, entered into by other governmental agencies.

This server replacement will allow adequate police video storage and retention. The video that will be stored on this server includes bodyworn camera footage, vehicle dashcam footage and security/welfare footage of prisoners held in the police department’s jail. It is imperative that the police department has sufficient and secure storage for these video files that often end up in court as evidence in criminal and civil matters.

Approval of this replacement server will aid the Police Department in serving the community efficiently and effectively. It will also allow the city to retain a strong cybersecurity posture by replacing equipment that has reached its end-of-life.

COUNCIL PRIORITIES & GOALS: This item supports the 2021-2022 City Council Priority 1: Fiscal and Operational Responsibility – Goal B: Improve efficiency and effectiveness of City services to businesses and residents.
