Thank-you
Cathy Tessier
Good evening Mayor and City Council Members
During your council session on Feb. 27,2023, a member of the public stood before you during public comment and requested immediate attention and change to Section 7(a). That member stated relocation assistance amounts were unfair and had to be raised "before the final rent control ordinance was presented for discussion and final adoption".
Mr Mayor, at that time, you responded immediately that of course that should be examined and fees raised, and such change should be made before the ordinance was presented.
I would like to remind everyone that rental property owners have been waiting since August of 2022 to have a chance to "sit at the table" and discuss with the rent control proponents, in a neutral setting, the pros and cons of rent control in general and suggested proposals, so a resulting proposed ordinance could be considered by both groups in a fair manner. The rental property owners were promised this, so we have been quiet and attentive.
It is now obvious that a discussion may never happen. The ordinance has in fact been written, with no input from the rental property owners. Furthermore, a major change in the final proposed ordinance was simply requested verbally by the member of the public, verbally, with no public notice or input. That request is now part of the ordinance.
Therefore, I stand before you as a member of the public to make a similar verbal request: The item regarding the 4% annual rent increase in Section 5 A 2) must be clarified before presenting the final ordinance for adoption. The initial proposal in August 2022, was an allowable 5% increase. At the last moment, Mayor Sandoval requested that be lowered to 4% - - which was immediately done. Please consider returning to the initially proposed no more than 5% base rent rate (regardless of the CPI increase). This request is made by rental property owners whose costs have risen, and continue to rise actually beyond the 5% and does not allow for any more than extremely basic property care, if that.
Since August, 2022, rental property owners have assumed that the permitted 4% annual rent raise was an annual base rate rent increase, to be that basis for promised discussions It is not.
Note that as written, the base rate is actually the CPI rate for the prior year, and not to be higher than 4%. Therefore, In the spirit of fairness that was extended to a prior member of the public, I herein request that the item be changed to a 5% base rate regardless of the CPI increase which was the original intent and understanding - and still subject to the promised discussions.
These verbal requests to make changes are examples of tweaking the proposed ordinance without prior discussion, knowledge, and understanding. If this is the case, every item of the proposal could be verbally challenged and adjudicated by the individuals of the public, by verbal request - which was never the intent expressed by the Mayor in August, 2022, in his call for further discussions between all parties.
Robles, Diana

Subject: Joint Use Agreement with PUSD (Item #4 on 3/20/23 Council Agenda) Honorable Mayor Sandoval and Members of the City Council:
I write on behalf of Clean & Green Pomona to express our support for the proposed Master Joint Use Agreement, the addenda for Kellogg Park and Phillips Ranch Park, and authorization for the City Manager to execute future addenda. While this agreement is an important first step in ensuring continued use of existing parks, and providing a framework for future agreements, it must be noted that this agreement does not fulfill our proposal for shared use outlined in our Kid-Friendly Pomona Park System vision, nor does it fulfill the recent request for facility usage made by our friends at Just Us 4 Youth.
As we outlined in our Kid-Friendly Pomona Park System proposal, shared use of PUSD facilities is a critical component of a robust and equitable park system in our city. Many of our neighborhoods lack access to parks within walking distance, and also lack significant opportunities for the development of new parks, particularly larger parks that can accommodate field sports and other activities. Local school yards present the opportunity to extend the park system into these neighborhoods. The agreement provides a framework for realizing this opportunity, but the use of specific facilities is governed by addenda that supplement the master agreement. In this agenda item, only renewal of the existing agreements governing Kellogg Park and Phillips Ranch Park are included.
This means, in effect, no new park space is created as a result of your approval of this agenda item.
Our proposal called for the addition of significant acreage in underserved neighborhoods via a shared use agreement, and recently Justice 4 Youth spoke before the Council about the need to move swiftly in creating new opportunities for recreation for young people in our community. Neither of these requests are fulfilled by this agreement, but it does provide a step in the right direction.
To this end, the authorization of the City Manager to execute addenda for use of additional facilities is important, so as to avoid additional delays related to approval of these agreements. However, the City Manager needs direction about which opportunities to pursue as well as the urgency with which to pursue them. In the long-term, we hope the Parks Master Plan will provide clear direction about specific needs and opportunities - a road map for implementing future addenda. In the short-term, we would urge the Council to not only approve staff's recommendation for this item, but also:

1. Direct the City Manager to engage Just Us 4 Youth, Conexión de Padres, Clean & Green Pomona, and other community organizations who have been assessing the needs of specific neighborhoods and specific populations, to prioritize agreements for additional facilities.
2. Establish a timeline for these discussions and target deadlines for implementation of future agreements.
Our concern is that momentum will be lost around this critical issue once this agreement is adopted, unless specific direction and deadlines are established.
Sincerely,

Re: Item #20: Urgency Relocation Assistance
Dear Mayor Sandoval and Council Members:
The California Apartment Association represents local housing providers. operators and suppliers along with business owners and real estate industry experts who are involved with a range of rental properties from those that offer single-family residences to large apartment conmunities.
Our members provide a majority of the affordable housing throughout Los Angeles County.
Housing providers in Pomona have suffered unprecedented hardship for 3 years due to the coronatirus pandemic. enduring 40-year high inflation levels. and yet continue to play a pivotal role in helping residents who are also struggling.
Increasing relocation assistance to these unreasouable levels, will make operations nore espeusive resuiting in a housing stock that is more espeusive, harder to build and harder to find.
options for you residents. Mom-and-pop housing providers own the majority of affordable rental The relocation amount staff is proposing is unrealistic and will lead to fewer affordable housing housing in Pomona. This will make needed rehabilitation more expensite and deter some owners from renting units as operational flexibility is being financially removed.
We urge council to oppose the increase to the relocation assistance for no-fault evictions and engage in robust discussions with the housing industry.
As a public policy trade association engaged in cities across the state. CAA is able to offer views and solutions that have been proven effective in the rental housing industry statewide.
Sincerely.

I am a lifelong resident of Pomona, a tenant activist and a landlord. As the Housing Justice Coordinator at Pomona Economic Opportunity Center I've helped over 100 tenants respond back to landlords about rent increases as high as 40%. Our organization has knocked on over 10,000 doors and spoke to countless people about the outrageous rent costs. It's apparent that the current relocation assistance in RSO 4320 is extremely inadequate. I urge you to protect tenants from unjust displacement and vote YES on Item 20 to amend the RSO and increase the relocation assistance. Thank you for your time.
