State Mandated Permit Streamlining of
Electric Vehicle Charging Stations (EVCS)
City Council Meeting – April 3, 2023
Development Services Department
Attachment No. 3
Why is EV Streamlining Required?
AB 1236 (Chiu, 2015), requires all
California cities and counties to develop
an expedited, streamlined permitting
process for electric vehicle charging
stations (EVCS).
AB 970 (McCarty, 2021), builds on AB 1236, requiring
jurisdictions to limit EVCS project review to health and safety requirements. AB 970 adds specific binding
timelines to that review period based on the size of the project and clarifies parking requirements.
Timelines
1-25 station project at a single site:
• 5 business days to find the
application complete or
incomplete
• Deemed approved after 20
business days for being deemed
complete
26 or more stations at a single site:
• 10 business days to find the
application complete or
incomplete
• Deemed approved after 40
business days for being deemed
complete
