CITY OF POMONA

COUNCIL REPORT
April 3, 2023
To: Honorable Mayor and Members of the City Council
From: James W. Makshanoff, City Manager
Submitted By: Chris Diggs, Water Resources Director
SUBJECT: APPROVE AN AGREEMENT WITH SOUTHERN CALIFORNIA EDISON AND LOS ANGELES COUNTY FOR THE CONSTRUCTION AND ACQUISITION OF ELECTRIC VEHICLE CHARGING STATIONS AT PALOMARES PARK RECOMMENDATION:

It is recommended that the City Council take the following actions:

Approve an agreement with Southern California Edison to participate in the “Charge Ready Charging Infrastructure and Rebate” program which includes the construction of necessary electrical infrastructure and equipment necessary for electric vehicle charging stations at Palomares Park; Approve participation in the Los Angeles County “Public Power-Up” program for the acquisition of electric vehicle charging stations at Palomares Park; and Authorize the City Manager, or designee, to approve the agreement and any amendments, subject to approval to form by the City Attorney.

EXECUTIVE SUMMARY:

Approval of the Southern California Edison (SCE) “Charge Ready Charging Infrastructure and Rebate Participation Agreement” (Charge Ready) (Attachment 1) will authorize the City Manager to execute agreements to allow SCE to fund and construct electric vehicle (EV) charging station infrastructure. Additionally, the City will participate in the Los Angeles County “Public Power-Up” program for the acquisition of electric vehicle charging stations. The EV charging station project will be constructed at Palomares Park and consist of 19 EV ports.

FISCAL IMPACT:

No fiscal impact at this time. SCE will fund all of the necessary work, estimated to be worth $300,000. The operations and maintenance activities associated with the charging stations is still being calculated, however it is estimated these costs will be approximately $9,000 a year and will be paid for by the General Fund from future fiscal years proposed budgets. At this juncture, staff presumes the necessary funding for the operations and maintenance will come from the revenues generated from energy sales from the EV charging stations.

PREVIOUS RELATED ACTION:

None.

DISCUSSION:

To continue to implement the City’s Green Plan, staff regularly identifies and evaluates projects tailored to address climate change. The energy efficiency audit that was conducted by SoCalREN at Palomares Park qualified this location for the SCE Charge Ready and the Los Angeles County Public Power-Up programs.

In July 2021, SCE announced a new program, Charge Ready, which aimed at constructing the infrastructure for 38,000 new electric vehicle charging stations throughout the region. The SCE Charge Ready program allows government agencies with public parking to participate in a program where SCE provides and funds all the electrical infrastructure necessary for EV charging stations. Additionally, the Los Angeles County program, Public Power-Up, covers all the cost of purchasing the EV charging stations. Between these two programs, all the necessary funding to construct EV charging stations within the City is covered. Although the operations and maintenance costs are still being evaluated, programs may soon be available to assist in this area too.

To complete this project, staff applied for and received approval for the installation of 10 EV charging stations at Palomares Park, which will allow for the 19 EV to be charged at one time. The estimated value of the EV Charging stations is over $300,000.

To receive funding from the SCE program the attached agreement, Attachment No. 1, must be executed. Agreement terms include, but are not limited to a commitment to a 10 year maintenance period where the City will maintain the charging stations, City shall provide usage data to SCE, and a Grant of Easement for right of way to SCE to construct necessary infrastructure to supply power to the EV charging stations.

To assist in the acquisition of the EV charging stations themselves, staff recommends utilizing the Los Angeles County’s Public Power-Up program. This program provides the EV charging stations to disadvantaged communities in the County of Los Angeles. To implement the program the County utilizes The Energy Coalition, which comes at no cost to the City. Upon execution of the SCE agreement, the Energy Coalition will purchase the EV charging stations.

At this juncture, staff is seeking approval for the City Manager to sign all agreements and documents necessary to complete the project. Once all the agreements are put in place and construction finishes, staff anticipated the EV charging stations will be ready for use by early to mid-2024.
