CITY OF POMONA

COUNCIL REPORT
April 3, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: AMENDMENT OF THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CLOSING COMPLETED PROJECTS AND RE-APPROPRIATING UNEXPENDED FUNDS, AND CREATING A NEW CIP PROJECT RECOMMENDATION:

It is recommended that the City Council adopt the following Resolution:

RESOLUTION NO. 2023-43 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) Budget by closing completed projects, releasing $602,433 OF UNEXPENDED FUNDS, re-appropriating $504,375 OF unexpended funds, and creating a new project “Traffic Operations – Communication Upgrade ii,” Project no. 428-2590-xxxxx-68581 EXECUTIVE SUMMARY:

City Council adoption of Resolution No. 2023-43 (Attachment No. 1) will close twelve (12) completed CIP projects and enable the release of unexpended funds that may be used to fund new projects and provide additional funding for existing projects that are partially funded. In addition, the adopted Resolution will create a new CIP project, “Traffic Operations – Communications Upgrade II,” Project No. 428-2590-XXXX-68581 (Attachment No. 2). The existing project, “Traffic Operations – Communications Upgrade,” Project No. 245-2590-XXXXX-58382, will be closed and the remaining funding will be reappropriated to the new project.

FISCAL IMPACT:

The closing of the twelve (12) CIP projects will release a total of $602,433 of unexpended funds as indicated in Table 1 below. The availability of these funds is a result of the projects being completed at a cost lower than originally estimated and/or with less use of contingency than was reasonably anticipated. A portion of the released funds will be re-appropriated to three other existing CIP projects and one newly created project as indicated in Table 2.

PREVIOUS RELATED ACTION:

On June 6, 2022, City Council adopted Resolution No. 2022-94 adopting the City’s FY 2022-23 Capital Improvement Program budget, which included all CIP projects listed in Table 1 and Table 2, except for the new project.

DISCUSSION:

Table 1 below itemizes the projects to be closed, the funding sources, and the unexpended amounts to be released from these completed projects. Table 2 lists the projects where the funds will be re-apportioned to.
