CITY OF POMONA

COUNCIL REPORT
April 3, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: ADOPT A RESOLUTION AMENDING THE FY 2022-23 REVENUES AND APPROPRIATIONS FOR THE GENERAL FUND AND TRAFFIC OFFENDER FUND BY APPROPRIATING $20,000 IN PROP C GRANT FUNDS AND $23,000 OF ARP FUNDS FOR THE HEART OF THE FOOTHILLS EVENT RECOMMENDATION:

It is recommended that the City Council take the following actions:

Adopt the following Resolution:

RESOLUTION NO. 2023-56 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2022-23 OPERATING BUDGET BY INCREASING THE REVENUE ESTIMATES AND APPROPRIATIONS IN THE GENERAL FUND ($7,000) AND TRAFFIC OFFENDER FUND ($13,000) FOR RECEIPT OF $20,000 IN PROP C GRANT FUNDS; and Authorize the use of an additional $23,000 of ARP funds (Health and Wellness) for the Heart of the Foothills event.

EXECUTIVE SUMMARY:

Adoption of Resolution No. 2023-56 (Attachment No. 1) will allow for the receipt and appropriation of $20,000 in Prop. C grant funds from the San Gabriel Valley Council of Governments (SGVCOG). Further, there is a need for an additional $23,000 of ARP funds (Health and Wellness) for the implementation of necessary public safety measures and day-of-event staging costs for the Heart of the Foothills Open Streets Event on April 23, 2023 (Event). Compared to the 2018 event, the need for supplemental public safety services (police), and additional activities and entertainment at the Pomona HUB, have drastically increased, along with the associated costs.

FISCAL IMPACT:

On December 2, 2021, the SGVCOG was successful in securing $500,000 in Proposition C funds from the Metro county-wide “Open Streets Event” program to host the Heart of the Foothills Open Streets Event, including outreach, pre-event planning, and day-of-event staging costs.

The SGVCOG will serve as the lead agency and will contract with Metro and ActiveSGV to administer the grant and produce the event, respectively. The SGVCOG will be responsible for invoicing as well as contract management.

Per the MOU, the City of Pomona originally requested $20,000 to be used to pay for day-of expenses necessary for public safety, general public works services, and other support services for the event. The City will be responsible for a matching requirement of $15,190, which will consist of in-kind services (i.e. staff time with coordinating meetings, planning efforts, and event implementation).

With increased costs due to the need for supplemental public safety measures, and additional staging and enhancement costs at the Pomona HUB, the City requested an additional $20,000 from the SGVCOG to assist in these efforts. Although helpful, there is still a need for additional funding. As such, Staff is requesting $23,000 of ARP funds (Health and Wellness) to fully fund all costs and ensure an enjoyable and safe Event.

The fiscal impact is depicted below:

PREVIOUS RELATED ACTION:

On January 23, 2023, the City Council authorized the execution of a Memorandum of Understanding between the cities of Pomona, San Dimas, La Verne, and Claremont to host the Heart of the Foothills Open Streets event on April 23, 2023, and adopted Resolution No. 2023-22 amending the FY 2022-23 revenues and appropriations for the General Fund and Traffic Offender Fund by appropriating $20,000 of Prop C grand funds. On December 4, 2017, the City Council authorized the City Manager to execute a MOU between various cities and the SGVCOG to host a very similar event organized and implemented by CicLAvia in April 2018.

DISCUSSION:

ActiveSGV has held multiple open streets events across the San Gabriel Valley. They will be responsible for the production of the Event, which includes planning, permitting, outreach, programming, and working with Staff and community members in programming the Event. ActiveSGV will be responsible to provide the following activities:

Day-of, direct all Event logistics that include setting up HUBS, volunteer management, and all necessary signage; Work closely with all City Departments to create a strategic route plan and develop program elements; Conduct all necessary outreach along the route and encourage stakeholder participation and support; and Work with Metro and other transportation agencies to determine appropriate bus line detours due to event street closures.

Each city will be responsible for participating in the planning of the Event, as well as, providing municipal services such as public safety, street closures, and sanitation on the day of the Event. The MOU created an "Open Streets Working Group" established for the purpose of combining resources (financial, staffing, and other in-kind) to plan and host the Heart of the Foothills Open Streets Event. The Working Group has been meeting regularly over the past several months, and will continue to meet to plan and implement the Event.

City staff, including Public Works, Community Services, and Police, have already begun intense planning efforts for the Event. City staff will continue to work with ActiveSGV and the Working Group on the planning and marketing efforts for this Event.
