RESOLUTION NO. 2023-69
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, Amending the Fiscal year (FY) 2022-23 Annual Action Plan, the HOME Investment Partnerships American Rescue PLAN (HOME-ARP) and the FY 2022-23 City Operating Budget TO APPROPRIATE Community Development Block Grant Corona Virus (CDBG-CV) and HOME-ARP Funds WHEREAS, the City of Pomona, pursuant to Federal regulations, has prepared, circulated and solicited public input and conducted a public hearing on the FY 2022-2023 Annual Action Plan and HOME-ARP Plan proposed funding; WHEREAS, the City Council must find that under the Federal guidelines established by the U.S. Department of Housing and Urban Development, the proposed changes are eligible uses of CDBG-CV and HOME-ARP funds and will serve low- to moderate-income persons and/or areas; WHEREAS, it is the desire of the City Council to amend the FY 2022-23 Adopted Operating Budget and amend the FY 2022-23 Adopted CIP Budget for various grant funds and projects; WHEREAS, based on the foregoing, the City Council desires to allocate the unexpended funds to eligible projects; and WHEREAS, the approvals herein are preliminary for inclusion in the Annual Action Plan and HOME-ARP Plan; final approvals will be adopted at the conclusion of the 15-day public comment period.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pomona, as follows:
SECTION 1. The City Council amends the (FY) 2022-23 Operating Budget to increase revenue estimates and appropriate funding as follows:

SECTION 2. That the City Council hereby approves $274,839 in CDBG-CV funds to Volunteers of America Los Angeles, under the current site operator agreement for the Hope for Home Service Center, provide homeless families with temporary shelter through motel vouchers.
SECTION 3. That, upon finding under the Federal guidelines established by the U.S. Department of Housing and Urban Development, the proposed changes are eligible uses of CDBG-CV and HOME-ARP funds and will serve low to moderate income persons.
SECTION 4. The City Clerk shall attest to the passage of this resolution and it shall thereupon be in full force and effect upon its adoption.
