RESOLUTION NO. 2023-71
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING THE DRAFT OF FY 2023-2028 CONSOLIDATED PLAN AND FY 2023-2024 ANNUAL ACTION PLAN WITH PROPOSED FUNDING RECOMMENDATIONS FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), HOME INVESTMENT PARTNERSHIP ACT (HOME) AND THE EMERGENCY SOLUTIONS GRANT (ESG) WHEREAS, the City of Pomona, pursuant to Federal regulations, has prepared, circulated and solicited public input and conducted a public hearing within the City of Pomona, located in the United States, on the 2023-2028 Consolidated Plan and FY 2023-2024 Annual Action Plan with proposed funding; WHEREAS, the City of Pomona, after due consideration and review, has complied with the necessary Federal, State and local regulations and requirements; and WHEREAS, the approvals herein are preliminary for inclusion in the Draft Consolidated Plan and Annual Action Plan; final approvals will be adopted at the conclusion of the 30-day public comment period.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. That the City Council approves the recommended funding amounts for projects funded under the Federal Entitlement Programs of CDBG and ESG, as indicated in Exhibits A and B.
SECTION 2. That the City Council hereby authorizes adding the recommended funding amounts, reflected in Exhibits A and B, to the Draft Consolidated Plan and Annual Action Plan to be submitted to the Department of Housing and Urban Development (HUD) for FY 2023-2024 for the Federal Entitlement Programs.
SECTION 3. That the City Council hereby approves the inclusion of funding recommendations under the following Federal Entitlement Programs into the Draft Consolidated Plan and Annual Action Plan and appropriation of the same in the FY 2023-2024 City Operating Budget.
SECTION 4. That the City Council authorizes the City Manager, or his designee, to execute all documents related to the Fiscal Year 2023-2024 CDBG, HOME, and ESG Entitlement Programs.
SECTION 5. That the City Clerk shall attest and certify to the passage of this resolution and it shall thereupon take effect and be in full force.
