The project site has a General Plan Place Type designation of Neighborhood Edge which is, among other things, intended for “reuse and targeted intensification, mixed - use development, and streetscape enhancements.” The project is consistent with the intended concept of this designation as the project will be a reuse and intensification of multi-family residential use at the project site and provide for streetscape enhancements in the form of new landscaping, street trees and street lighting along Holt Ave. and East End Ave.

The project is consistent with Goal 6D.G1 of the Pomona General Plan which is intended to improve the physical character, economic vitality, a nd mobility function of the City's most visible and well -traveled corridors. The proposed project will improve the physical character and economic vitality of the Holt Ave. corridor by developing a lot that has been vacant for several years with an affordable housing complex to the standards and guidelines of the PCSP including accessible public open space as well as providing units that will be set aside for low and very-low income households.

The project will meet all applicable City Codes and standards , with the approval of a Development Plan Review and will have appropriate conditions of approval to ensure that the development will not be detrimental to the health, safety or general welfare of the community. The project will have development characteri stics that are compatible with and not detrimental to either existing or proposed surrounding development.

2. The project will not be detrimental to the general welfare of persons working or residing in the vicinity nor detrimental to the value of the property and improvements in the neighborhood; and

The project will not be detrimental to the general welfare of persons working or residing in the vicinity nor detrimental to the value of the property and improvements in the neighborhood as the development will comply with all development and design standards of the City Gateway Segment of the PCSP. and properties within the surrounding area and is consistent with the subject property’s zoning.

3. The project will not adversely affect the Circulation Plan of the Corridors Specific Plan; and

The project is designed with pedestrian access along Holt Ave. and East End Ave. as well as vehicular access from Holt Ave. and East End Ave.. As conditioned, the project not adversely affect the Circulation Plan of the Corridors Specific Plan.

4. The project complies with the applicable provisions of the Pomona Corridors Specific Plan and other applicable regulations.

The project has been thoroughly reviewed and meets all applicable provisions of the PCSP and other applicable regulations with the exception of those standards waived under the provisions of Density Bonus Law.

SECTION 4 . In accordance with Section 2.0.5.F of the PCSP, the Director of Development Services may approve the Request for Deviation in whole or in part upon determining that the project is consistent with the intent of the Specific Plan and otherwise meets the required findings of a Development Plan Review. The Director of Development Services should consider that significantly greater benefits from the project can be provided than would occur if all the minimum requirements were met, is consistent with the intent of the Specific Plan, and meets required findings of a Development Plan Review as noted above. This finding is based on the projects’ provision of 125 affordable housing units including six (6) units targeted to qualified veterans with VASH vouchers, the hig h-quality architectural design that meets the standards and intent of the PCSP, thoughtful amenities including a courtyard, community center, and playground, as well as public open space in the form of a pocket park.
