DISCUSSION:
On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (ARP) into law, which provides over $1.9 trillion in relief to address the continued impact of the COVID-19 pandemic on the economy, public health, state and local governments, individuals, and businesses. Section 3202 of the ARP appropriates $5 billion for new incremental EHVs, the renewal of those EHVs, fees for the cost of administering the EHVs and other eligible expenses to prevent, prepare, and respond to the Coronavirus, and to facilitate the leasing of the emergency vouchers. Other eligible expenses include security deposit assistance and costs related to owner recruitment and retention.
Eligibility for EHVs is limited to individuals and families who are (1) homeless, (2) at risk of homelessness, (3) fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking or human trafficking, or (4) recently homeless and for whom providing rental assistance will prevent the family’s homelessness or having high risk of housing instability.
EHV port-in activity has increased for the City of Pomona, which is difficult to anticipate as EHV recipients relocated to Pomona and their EHV vouchers then followed. Because of the increased port-in activity, it is necessary to increase revenue estimates and appropriations for EHV port-in clients to ensure enough funds are budgeted through June 30, 2023.
The Omnibus Appropriations Act, 2017 made approximately $13 million available for new Section 811 Housing Choice Vouchers (known as Mainstream Vouchers), to assist non-elderly persons with disabilities. The Omnibus Appropriations Act, 2018, made an additional $385 million available for new Mainstream Vouchers. The Mainstream Housing Choice Voucher Program provides funding to housing agencies to assist non-elderly persons with disabilities who are transitioning out of institutional or other separated settings, at serious risk of institutionalization, homeless, or at risk of becoming homeless. The Mainstream program is administered in accordance with regular Housing Choice Voucher (HCV) program requirements found at 24CFR Section 982. Rental assistance and supportive services provided through Mainstream are a critical resource for local communities in ending homelessness among our nation’s disabled population.
The Mainstream Vouchers budget needs to be modified to align anticipated revenue received from HUD and corresponding appropriations to the various line items through June 30, 2023.
COUNCIL PRIORITIES & GOALS: This item supports City Council Goal K: – to reduce the unsheltered homeless population by 10% annually and take actions to mitigate the impacts of homelessness on the community.
