From: James Makshanoff, City Manager Submitted By: Chris Diggs, Water Resource Director SUBJECT: ADOPT A RESOLUTION APPOINTING STAFF REPRESENTATION ON THE EXECUTIVE COMMITTEE OF SPADRA BASIN GROUNDWATER SUSTAINABILITY AGENCY RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
RESOLUTION NO. 2023-105 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPOINTING STAFF REPRESENTATION ON EXECUTIVE COMMITTEE OF THE SPADRA BASIN GROUNDWATER SUSTAINABILITY AGENCY EXECUTIVE SUMMARY:
In order to facilitate Spadra Basin Groundwater Sustainability Agency (the "Agency") meetings in the absence of City Council member representation at Executive Committee meetings, it is recommended the Water Resources Director be appointed as a second Executive Committee alternate.
FISCAL IMPACT:
There is no fiscal impact associated with this item.
DISCUSSION:
On January 9, 2023, City Council appointed Councilmember Victor Preciado and Councilmember John Nolte to serve on the Agency Executive Committee. To allow business to be conducted in the absence of the appointed representative, a second City alternate is recommended. As stated in the attached Resolution, the representative and alternates shall serve for a term of one year.
Pursuant to the Agency Memorandum of Agreement (MOA), adoption of a Resolution is necessary to effectuate appointments to the Agency Executive Committee. At this juncture it is recommended the Water Resources Director be appointed as a second Executive Committee alternate.
