CITY OF POMONA

COUNCIL REPORT
June 5, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: STOP SIGNS ON COLUMBIA AVENUE AT ELEANOR STREET RECOMMENDATION:

It is recommended that the City Council direct staff to install stop signs on Columbia Avenue at Eleanor Street.

FISCAL IMPACT:

There will be no impact to the General Fund. There will be minor expenses for the installation of two stop signs and associated pavement legends at each intersection. The approximate installation cost is $1,600.00. Funds are available in the Gas Tax fund (208-2562-52750-00000) within the Public Works Department budget.

DISCUSSION:

City staff was asked to review traffic operations at the intersection of Columbia Avenue at Eleanor Street for potential intersection enhancements, including the addition of stop signs. Stop signs are installed to regulate traffic flow and assign vehicle right-of-way; stop signs are not recommended for the purpose of reducing vehicle speeds, per the California Manual on Traffic Control Devices (CA MUTCD). The City of Pomona (City) uses the CA MUTCD criteria when considering the installation of stop signs at intersections. City staff reviewed the intersection with available existing traffic data and determined that the listed criteria (warrants) were not satisfied. However, constituents have voiced concerns to the City that visibility is partially obstructed for oncoming cars due to the parked vehicles at the intersection. As a result, drivers fail to slow down as they approach the intersection and yield to neighborhood traffic. Unlawful vehicle movements due to driver behavior are best addressed through traffic enforcement. Even though the intersection does not meet the criteria listed in the CA MUTCD, the City Council may direct City staff to install all-way stop control at intersections to help regulate traffic flow and assign vehicle right-of-way.

The recommended actions will direct City staff to install stop signs on Columbia Avenue and Eleanor Street.
