It is recommended that the City Council approve the following action:

Electric) for a three-year term, with two, one-year extension options for electric motor repair, refurbishment and replacements at the per unit prices bid; and, Authorize the City Manager, or designee, to execute subsequent changes or amendments thereto, on behalf of the City.
EXECUTIVE SUMMARY:
The City of Pomona Water Resources Department (WRD) maintains and operates approximately 100 Electric Motors throughout the water system. The recommended action will award a three-year term, with two, one-year extension options, to G.P. Electric Motor for electric motor repair, refurbishment and replacement. The electric motor are used for water wells, booster pumps and process controls.
FISCAL IMPACT:
Funding for this proposed award is budgeted for and available within the FY 2023-24 Water Operating Budget, account number 571-8123-53600-00000. The estimated electric motor repair, refurbishment and replacement costs for FY 2023-24 is estimated to be $100,000. Funding for future years will be included in each respective annual budget requests.
DISCUSSION:
In accordance with Section 2-993.1 (4) of the City’s Purchasing Ordinance, a public notice inviting bids was posted on PlanetBids on May 10, 2023; IFB # 2023-1015, where sixty-eight (68) prospective vendors were notified, ten (10) downloaded the bid and three (3) bids were received. G. P. Electric was the lowest bidder of the three responsive/responsible bidders.
G.P. Electric is a local Pomona business that WRD has worked with extensively in the past. This vendor has proven to be a reputable company that is qualified and delivers quality workmanship. G.P. Electric is an accredited Electrical Apparatus Service Association (EASA) service shop and will complete all work in accordance with the EASA Standard AR100-2020: Recommended Practice, latest edition and the National Electrical Manufacturers Association (NEMA) Standards for Service and Repair of Electrical Apparatus.
Purchasing new motors every time an electric motor is malfunctioning is expensive and sometimes not possible due to equipment design specifications or configuration. Therefore, when possible, the City sends electric motors to be repaired or refurbished thereby providing cost savings. G.P. Electric will conduct a thorough repair/refurbishment of the unit which includes testing, disassembling, inspection, cleaning, re-winding, dipping, baking of windings, and replacement of bearings, assembly, testing and painting.
