On August 15, 2022, the City Council adopted Resolution No. 2022-155 approving an update to the City of Pomona’s Expenditure Plan for ARP funding for FY 2022-23 and increased revenue estimates and appropriations in the amount of $4,000,000.
DISCUSSION:
This Project will provide for the expansion of the existing skate park, to include additional ramps, rails, lighting, and other skate park amenities. The existing restroom structure will also be demolished and removed to provide additional space for expansion. Martin Luther King, Jr. Park is a 5.22-acre park located in District 2, with a need for expansion and upgrades. There currently exists a very small skate park that is consistently utilized by the youth. During a community meeting held in 2022 at the park, the desire for an expanded skate park was voiced and supported by many in attendance.
A community initiative, called “Cords for Boards,” organizes emerging local bands to raise funds for projects that promote health and community engagement, with focus on Pomona’s youth. The organization held its first fundraiser on June 10th at the Haven, with performances by four different bands. The fundraiser generated $1,100 in funds to be donated to the proposed skate park expansion at MLK, Jr. Park.
Guidance from the United States Department of the Treasury (Treasury Guidance) allows ARP funds to be used on park improvements within and outside a QCT (Qualified Census Tract), provided the improvements will serve a population that was disproportionately impacted by the pandemic. Treasury Guidance further recognizes that investments in parks, public plazas, and other public outdoor recreation spaces are responsive to the needs of disproportionately impacted communities by promoting healthier living environments and outdoor recreation and socialization to mitigate the spread of Covid-19.
COUNCIL PRIORITIES & GOALS:
This item supports the 2021-22 City Council Priority 5: Goal O: Improve Parks facilities in the following general order of priority: 1) ensuring that existing amenities are functioning; 2) rehabilitating bathrooms and other park facilities and equipment; 5) adding new bathrooms; and 6) adding additional recreation and playground equipment.
