DISCUSSION:

The Project will provide for the purchase and installation of two speed radar feedback signs along San Antonio Avenue near Lincoln Avenue.

This Project is in response to community concerns regarding speeding along San Antonio Avenue. These signs will alert motorists of their vehicle’s speed, serving as a traffic calming measure in an effort to improve traffic and pedestrian safety in the neighborhood. San Antonio Avenue is a north/south arterial street with multiple schools. Installed measures to help reduce speed on San Antonio Avenue will benefit the residents and students walking and/or biking to school, facilitating health and wellness using ARP funds.

Guidance from the United States Department of the Treasury (Treasury Guidance) allows ARP funds to be used on park improvements within and outside a QCT (Qualified Census Tract), provided the improvements will serve a population that was disproportionately impacted by the pandemic. Treasury Guidance further recognizes that investments in parks, public plazas, and other public outdoor recreation spaces are responsive to the needs of disproportionately impacted communities by promoting healthier living environments, and outdoor recreation and socialization to mitigate the spread of Covid-19.
