ENVIRONMENTAL IMPACT:
In compliance with Article 19 Categorical Exemptions, Section 15305 of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), the project is exempt from further CEQA review and documentation. Section 15305 pertains to Class 5 projects, consisting of “minor alterations in land use limitations in areas with an average slope of less than 20%, which do not result in any changes in land use or density, including but not limited to minor lot line adjustments.” DISCUSSION:
Kevin Hadley, with Incledon Consulting Group, has submitted an application to the Public Works Department for the lot line adjustment LLA2-2022 between the following adjoining parcels:
Lot 1 of Tract Map TM 69725, recorded in Book 1391, Pages 61 to 64, in the Office of the Los Angeles Recorder’s Office, APNs 8708-001-042 to -053, addressed as 21-31 Rancho Camino Drive. The property is currently developed with 38 commercial condominium units distributed between two 3-story tilt-up buildings.
Parcel 1 of Parcel Map PM 73821-1, recorded in Book 415, Pages 82 to 85, in the Office of the Los Angeles Recorder’s Office, APN 8708-001-055, addressed as 55-65 Rancho Camino Drive. The property is currently vacant. In 2021 it was approved by the Planning Commission to be developed as a mixed-use project, and as of 2022, it is under review for a redesigned 100% residential development.
The LLA2-2022 application is proposing the partial relocation of the property line between the abovementioned parcels to eliminate the 21-31 Rancho Camino Drive parking lot encroachment over a portion of the 55-65 Rancho Camino Drive parcel (Attachments No. 2 and No. 3).
The proposed Lots 1 and 2 are legally described in EXHIBIT “A” and depicted in EXHIBIT “B” to EXHIBIT “1” of Attachment No. 1. The boundary modifications include the following:
The total area of the proposed Lot 1 (APN 8708-001-055, 55-65 Rancho Camino Drive) will be decreased by 0.08 acres, from 2.20 acres to 2.12 acres.
The total area of the proposed Lot 2 (APNs 8708-001-042 to -053, 21-31 Rancho Camino Drive) will be increased by 0.08 acres, from 6.58 acres to 6.66 acres.
Upon review of the lot line adjustment application, the following determinations have been made by the City Engineer, pursuant to Chapter 78, Sections 29-45 (b)(1), (b)(2), (b)(3) and (b)(4) of the Pomona City Code:
The gross areas of the parcels will not increase or decrease by more than fifty percent.
The existing access has not been impaired, nor is there a need for any new easements to serve any adjacent parcels.
The gross areas, widths, or building setbacks of the subject parcels will not be reduced below the minimum required by the Zoning Ordinance.
The public right-of-way and other existing improvements do not require substantial alterations and no new improvements are necessary.
In accordance with the aforementioned Pomona City Code, lot line adjustments requested by the owners of contiguous parcels that have not been previously considered by the Planning Commission, shall be submitted to the City Council for approval.
After the approval and recordation of the proposed lot line adjustment, Lots 1 and 2 will conform to the City of Pomona General Plan and Zoning Ordinance.
