CITY OF POMONA

COUNCIL REPORT
July 17, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: RESOLUTION AMENDING THE FY 2023-24 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CHANGING THE PROJECT TITLE AND DESCRIPTION OF “GENERATOR FOR CITY EMERGENCY OPERATIONS CENTER - BRACKETT FIELD AIRPORT,” TO “NEW EMERGENCY OPERATIONS CENTER – WHITE AVENUE” RECOMMENDATION:

It is recommended that the City Council adopt the following resolution:

RESOLUTION NO. 2023-127 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2023-24 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CHANGING THE PROJECT TITLE OF “GENERATOR FOR CITY EMERGENCY OPERATIONS CENTER - BRACKETT FIELD AIRPORT,” PROJECT NO. 428-2590-XXXXX-71068 TO “NEW EMERGENCY OPERATIONS CENTER – WHITE AVENUE,” AND CHANGING THE PROJECT DESCRIPTION EXECUTIVE SUMMARY:

Adopting Resolution No. 2023-127 (Attachment No. 1) will change the project title of “Generator for City Emergency Operations Center – Brackett Field Airport,” Project No. 428-2590-XXXXX-71068 to “New Emergency Operations Center – White Avenue,” Project No. 428-2590-XXXXX-71068 (Project), and will change the project description to reflect the future development of a new Emergency Operations Center (EOC) to be located on White Avenue in the City of Pomona (Attachment No. 2).

FISCAL IMPACT:

There is currently $40,000 of Self-Insurance Administration funds allocated to the Project. With this action, the project will now be partially funded as the total cost is estimated at $4.2M.

PREVIOUS RELATED ACTION:

On September 19, 2022, the City Council adopted Resolution No. 2022-165 creating the CIP project “Generator for Emergency Operations Center – Brackett Field Airport,” Project No. 428-2590-XXXXX-71068 and appropriating $40,000 of Self-Insurance Administration funds to the project.

On June 5, 2023, the City Council adopted Resolution No. 2023-98 approving the FY 2023-24 to FY 2027-28 Five-Year Capital Improvement Program and adopting a Capital Improvement Program budget for FY 2023-24 DISCUSSION:

Changing the project title of “Generator for City Emergency Operations Center – Brackett Field Airport,” Project No. 428-2590-XXXXX-71068 to “New Emergency Operations Center – White Avenue,” and changing the project description, will allow for the design and construction of a new Emergency Operations Center (EOC) with state-of-the-art technology that will help the City of Pomona (City) coordinate with field resources during an emergency crisis response. The City currently operates an EOC at Brackett Field Airport in La Verne, CA. The location of this EOC, however, does not provide adequate centralized access for EOC responders who have to report directly to their post in an emergency.

The City currently owns a lot adjacent to the south side of Fire Station 182 at the intersection of White Avenue and Alvarado Street. This location is centrally located in the City and within minutes to and from the Civic Center, and the City Yard and facilities. The existing funding of $40,000 will provide for the design of the new EOC, and once completed, the design plans will be used to apply for various grant opportunities for the construction. The total estimated cost of a new EOC is $4,200,000.
