CITY OF POMONA

COUNCIL REPORT
July 17, 2023
To: Honorable Mayor and Members of the City Council
From: James Makshanoff, City Manager
Submitted By: Rosalia A. Butler, City Clerk
SUBJECT: INTRODUCTION OF ORDINANCE ADDING STANDARD BYLAWS FOR ALL BOARDS, COMMISSIONS AND COMMITTEES TO THE POMONA CITY CODE RECOMMENDATION:

It is recommended that the City Council introduce, waive further, and give first reading to the following ordinance:

ORDINANCE NO. 4328 – AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, ADDING SECTION 2-526 (“STANDARD BYLAWS FOR ALL BOARDS, COMMISSIONS AND COMMITTEES”) OF DIVISION I (“GENERALLY”) OF ARTICLE V (“BOARDS AND COMMISSIONS”) OF CHAPTER 2 (“ADMINISTRATION”) OF THE POMONA CITY CODE RELATING TO THE ADMINISTRATION OF ALL CITY BOARDS, COMMISSIONS AND COMMITTEES EXECUTIVE SUMMARY:

The addition of the City’s current board, commissions, and committee’s standard bylaws to the City Code will assist in continuing the established uniform practices and standards for all current and future city boards, commissions and committees.

DISCUSSION:

At the January 23, 2023 City Council meeting, staff presented Ordinance No. 4328 to unify practices and standards for all current and future boards, commissions, and committees. City Council requested further clarifications and amendments be made to proposed Ordinance No. 4328 (Attachment No. 1).

Previously, on June 21, 2021, City Council approved and adopted the current standard bylaws for all city boards, commissions, and committees. The City of Pomona currently has twelve (12) established and active boards, commissions and committees. Each of these legislative bodies were created through an ordinance or were requested and created by the City Council.

At the November 8, 2022 General Municipal Election, voters approved eight (8) new Charter amendments including the creation of two (2) new commissions (Ethics Commission and Independent Redistricting Commission) and the restructuring of the current Police Oversight Commission. In order to maintain consistency and efficiency for all current and future boards, commissions, and committees, the proposed ordinance being presented to the City Council for consideration, will assist in continuing the established uniform practices and standards for all city boards, commissions and committees.
